MIHI Newsletter - November 21, 2022
by White, Shannon (MDE) 21 Nov '22

21 Nov '22

Below you can find the most recent MIHI - Michigan High Speed Internet Office newsletter with information about a number of federal programs that may impact broadband and digital equity initiatives in your community. There are also requests for comments on the ROBIN program as well as a request for participation in the Digital Inclusion Database. See below for full details. Shannon Shannon White Library Development Manager Library of Michigan, 702 W. Kalamazoo, Lansing, MI 48909 Whites29(a)michigan.gov<mailto:Whites29@michigan.gov> 517-335-1507 | www.mi.gov/libraryofmichigan<http://www.mi.gov/libraryofmichigan> [MIHI Connecting MI Communities] >From the Chief Connectivity Officer [Eric Frederick]I am excited to share that the Federal Communications Commission (FCC) has released a new map of broadband service<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…> for the nation. Unlike previous service availability maps, this new data collection provides information at the address level. For the first time, the FCC is accepting challenges to the data shown on the map and encouraging consumers, communities and others to examine the map and provide challenge information if a discrepancy is found. Below are several resources to help you get access to and challenge the new map: * The FCC Broadband Data Collection Help Center<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…> has a wealth of information on the methodology and data contained on the map, including resources for those looking to challenge the map data. * Consumers can follow the instructions on how to file an availability challenge using the new map<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…>. * Governmental entities can access the underlying broadband serviceable location fabric<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…> that forms the foundation for address locations on the map. * Data by state can be downloaded here<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…> for the various broadband delivery technologies, or summary data is available by geography or internet service provider. The Michigan High-Speed Internet Office is working diligently to examine the map and identify any discrepancies in service availability reported to the FCC using a myriad of datasets including recently collected asset location data for broadband-supportive infrastructure. It is critical that challenges to the FCC map be filed by Jan.13, 2023. Having an accurate federal map will ensure that Michigan receives its equitable share of funding through the Broadband Equity, Access and Deployment Program to invest in achieving universal broadband availability for the state. These programs are described below. Stay tuned for more information as these programs are developed. ROBIN Program: In early 2022, Governor Whitmer and the Michigan Legislature passed the Building Michigan Together Plan, Public Act 53 of 2022. The plan includes the appropriation of $250.6 million in federal Capital Projects Fund resources to expand high-speed internet service to unserved locations in the state. On Oct. 7, the United States Treasury announced the approval of Michigan's plan for the use of these funds. View the ROBIN Fact Sheet to learn more<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…>. MIHI has created the Realizing Opportunities with Broadband Infrastructure Networks (ROBIN) grant program to fulfill this portion of the Building Michigan Together Plan. ROBIN will leverage partnerships with internet service providers and communities to build out dependable, affordable high-speed access to unserved communities and locations across Michigan. The MIHI Office is located within the Department of Labor and Economic Opportunity as referenced in the program enabling legislation. MIHI is seeking comment on various ROBIN Program elements that were included as part of the enabling legislation for the program. Comments will be used to guide the development of the ROBIN Program. Click here to submit comments<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…>. Broadband Equity, Access, and Development (BEAD) is the largest investment in broadband ever made by the federal government. BEAD will provide state's with a formula-based allocation of funds to address universal broadband availability and digital equity. While final allocations have not yet been made, MIHI anticipates that Michigan will receive between $1.5B and $1.7B in BEAD funding. BEAD will be implemented as a sub-grant program to eligible entities that meet program requirements. There is much to do to prepare for the BEAD program including the development of a statewide plan, the publication and challenge of new FCC broadband maps, and the creation of a detailed initial proposal of the state's sub-grant program, among others. These activities will need to take place prior to BEAD funds being sub-granted and the start of network deployment. It is estimated that BEAD funds will likely be awarded to subrecipients beginning in early 2024. Click here for more information on BEAD from the NTIA<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…>. State Digital Equity Planning Grant (SDEPG) program will provide MIHI with $1.33M in funds to create a statewide digital equity plan. The successful completion of this plan will then be followed by an application to the forthcoming State Digital Equity Capacity Grant program that will provide a formula based grant to the state to implement the plan in the fall of 2023. Closing Sunday - Executive Director - RAILS (IL)
by Beth Barker 21 Nov '22

21 Nov '22

Executive Director - Reaching Across Illinois Library System (IL) The Reaching Across Illinois Library System (RAILS)<https://www.railslibraries.info/> Board of Directors seeks a visionary, innovative, and highly collaborative Executive Director to lead an award-winning, nationally recognized multitype library system into the future. Formed in 2011 from the merger of five library systems, RAILS provides a wide variety of innovative programs and services to support approximately 1,300 libraries of all sizes and types (academic, public, school, and specialized). These libraries include over 4,200 facilities across a 27,000 square mile area in northern and west-central Illinois. The RAILS mission statement is: We Connect Libraries, and RAILS is all about connections. The system connects libraries to each other by helping them share resources as widely as possible, including physical materials, e-resources, best practices, and knowledge. The system connects libraries to information by providing continuing education, consulting, and other resources to help libraries stay on top of relevant issues and meet current and anticipated challenges. This includes developing activities and initiatives to promote equity, diversity, and inclusion and helping libraries to do the same. RAILS works hard to build effective relationships with staff at member libraries and the system has an excellent reputation. RAILS also collaborates with like-minded partners throughout the state of Illinois to advocate for additional funding and other resources for libraries, and the system also helps libraries promote their value to important stakeholders. A current list of RAILS programs and services is available on the RAILS website. Though the system's focus will always be on connections, RAILS is light on its feet, and is constantly looking for new and more effective ways to meet member needs, including the potential future needs members may not yet be aware of. RAILS is a very collaborative, member-focused organization, and the RAILS staff is one of the system's greatest assets. The Executive Director works closely with staff to improve current offerings and to envision new programs and services to serve all member libraries more effectively. RAILS is headquartered in Burr Ridge, Illinois, a suburb of Chicago. Downtown Chicago and its outlying suburbs provide every amenity possible from professional sports teams to world-class museums and cultural institutions to excellent cuisine and events year-round. Since RAILS covers such a broad geographic area, the Executive Director will also have the opportunity to explore other parts of the state as well, including hiking and biking trails along the Mississippi River, and state parks such as Starved Rock, the Grand Canyon of the Midwest. Responsibilities: The Executive Director is employed by and reports to the RAILS Board of Directors and is responsible for the overall management and administration of the system. This includes managing an annual budget of $15.1 million and ultimate responsibility for 94 staff positions across five facilities. Specific responsibilities include but are not limited to providing executive leadership in the overall administration and management of a multitype library system; maintaining a systemwide, statewide, national, and global perspective consistent with the system's mission statement and strategic plan; formulating an overall strategic vision; working closely with the system board, staff, and member libraries to develop and implement services responsive to member needs; and fostering a success-oriented, member-focused, innovative, and accountable organization. Qualifications: An MLS degree from an ALA-accredited library school, a minimum of 10 years of progressively responsible library management experience with five years at the senior and/or executive level including supervision of professional and supervisory staff are required. Preferred qualifications include someone who is highly collaborative and effective at building and maintaining relationships with RAILS staff, staff at member libraries, and others. The ideal candidate will also possess knowledge of and experience working with the Illinois legislative process affecting libraries; knowledge of the principles and practices of library system administration; hands-on experience in long-range planning and budgeting; and proven experience operating and influencing within a political environment. Compensation: The hiring salary range is $155,000 - $175,000 (with placement negotiable dependent on experience and qualifications) and an excellent fringe benefits package. Join us for a Michigan Digital Preservation Network Informational Meeting re: LOCKSS Server Hosting
by Chelsea Denault 21 Nov '22

21 Nov '22

Hello list members! You are invited to attend a virtual informational meeting with MDPN staff and members of the LOCKSS Program<https://www.lockss.org/> at Stanford University to learn more about system requirements, potential costs, necessary staff skills, and the benefits your organization may be eligible for by becoming a LOCKSS node server host for the MDPN on November 28 at 3pm ET. This meeting will be recorded so that interested parties who are unable to attend can still learn from the discussion. The MDPN<http://mipres.org/> is a membership-based organization dedicated to providing digital preservation services to cultural memory institutions, research organizations, and others that maintain electronic records or digital collections. The MDPN welcomes organizations of all sizes, technical capacity, and financial ability across Michigan. By concentrating resources and knowledge towards a single effort, the MDPN seeks to reduce redundant efforts in the state and build capacity for more organizations to participate. The MDPN was created by a 2019 Memorandum of Understanding between the Library of Michigan, Grand Valley State University, Michigan State University, the Midwest Collaborative for Library Services, and Western Michigan University. Current members include Capital Area District Libraries, Eastern Michigan University, Grand Valley State University, Hillsdale College, Michigan State University, the University of Michigan, Wayne State University, and Western Michigan University. The MDPN was recently awarded a National Leadership Grant for Libraries<https://imls.gov/grants/awarded/lg-252394-ols-22> from the Institute for Museum and Library Services to demonstrate a statewide model for affordable and easy-to-use digital preservation services using free and open source tools, including Academic Preservation Trust’s DART<https://aptrust.github.io/dart-docs/> application and LOCKSS 2.0/LAAWS<https://www.lockss.org/about/frequently-asked-questions#laaws> (LOCKSS Architected as a Web Service). This award provides funding for hardware purchases related to node hosting for at least five geographically distributed hosts. Because the MDPN was founded with the intention to serve a wide variety of cultural memory organizations, including public libraries, historical societies, museums, and archives, we welcome anyone from any type of organization to attend this meeting and learn more about contributing to this new statewide initiative. Because of the interdepartmental nature of digital preservation, we encourage you to share this invitation with additional colleagues who will be essential to decision-making at your institution. Following the Digital Preservation Coalition’s<https://www.dpconline.org/> guidance regarding organizational collaboration, we recommend each institution have staff representation from administration, records management/digital collections, and IT present. We will also make the meeting recording available for viewing if key staff are unable to attend. To receive joining information and an FAQ document with more information about node hosting responsibilities, requirements, and benefits, please email me at denaultc(a)mcls.org<mailto:denaultc@mcls.org>. Thank you -- Chelsea Denault, Ph.D. Michigan Digital Preservation Network Coordinator Midwest Collaborative for Library Services www.MIpres.org<http://mipres.org/> [Logo]<http://mipres.org/>

Dr. Moree had the opportunity to tour the vast collections of the Library of Michigan as well as meet with several Library of Michigan staff. His trip also included a stop at the Joint Archives of Holland<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…> at Hope College in Holland MI. A key reason for Dr. Moree's visit to Michigan is that ZB Bibliotheek van Zeeland is identifying collections of Dutch immigrant newspapers and letters held by American libraries/archives. Many Dutch immigrants from the province of Zeeland settled in areas of the American Midwest, including Michigan. The publications and correspondence of these immigrants provides great insight into their experiences in the United States as well as documents the stories of those who stayed behind in the Netherlands. The goal of the project is to work with institutions in the United States to develop a digitized collection that preserves this portion of the story of Zeeland. Thank you Dr. Moree for visiting us at the Library of Michigan!
