Gretchen Whitmer Signs 2021 budget, new spending plan in place starting October 1 Budget provides critical funding for education, healthy families, and more LANSING, Mich. — Gov. Gretchen Whitmer has signed her second budget into law, ensuring that Michigan has its spending plan in place prior to the start of the new fiscal year on October 1. The budget delivers on many of her signature priorities, including the Michigan Reconnect program for a tuition-free pathway for adults, funding for the Healthy Moms, Healthy Babies program to ensure women have the care they need for a healthy pregnancy, and expanding access to childcare for families. “While this budget faced many challenges along the way amidst a global pandemic, I am pleased that we were able to come together and produce a budget that funds the programs and services that matter most to our residents ,” said Gov. Whitmer. “This has not been easy, but in the end the executive and legislative branches of government worked together to do what is expected and demanded of us and we now have a budget that will serve Michigan well.” The budget protects schools, colleges, universities, and local governments from any state funding reductions below their original 2020 funding levels. The budget also includes new education investments focused on providing students, teachers, and adults across Michigan with needed resources, including: · $161 million in flexible per pupil spending to help districts address the increased costs of educating students in the midst of a pandemic. · $30 million for the Michigan Reconnect program to provide a tuition-free pathway for adults looking to upskill and earn a postsecondary certificate or associate degree. Implementing Reconnect will help close the skills gap and move the state closer to reaching 60% postsecondary educational attainment by 2030. · $5.6 million for mental health counselors to assist children in schools across Michigan with mental health needs. · $5 million in incentives to attract and retain first-year teachers in districts across Michigan. · An increase of $5.7 million to continue to fund literacy coaches and expand resources to improve training for other educators in best practices of literacy learning. · $2 million in additional supports to assist vulnerable students who are learning remotely, including special education students, students who are chronically absent, and children in need of childcare while their parents are working. · $2 million for Detroit Public TV to foster early childhood initiatives to enhance learning and early education. · Implementation of previously announced teacher hazard payments of up to $500 per teacher, along with the addition of payments of up to $250 for school support staff. · $1 million for school meal debt forgiveness. “For Michigan to succeed in the global race for talent, we need effective tools that help our citizens get the skills the 21st century economy demands,” said Sandy K. Baruah, president and CEO of the Detroit Regional Chamber. “I could not be more pleased that Governor Whitmer and the Legislature have prioritized the Michigan Reconnect program in this difficult budget year. It is a proven model to help adults in the workforce achieve their next level of skill development and professional success that also strengthens the talent pipeline for employers.” When it comes to budget priorities for the health of families across Michigan, the budget includes: · $12.6 million for the Healthy Moms, Healthy Babies program to ensure women are given the care they need to have a healthy pregnancy and to expand support for interventions that are proven to improve outcomes. · $26 million to expand access to childcare for families by increasing the income limit from 130% to 150% of the federal poverty level, expanding childcare services to nearly 6,000 children. · $135 million to extend the $2.00/hour wage increase for direct care workers assisting the elderly and other vulnerable individuals during this especially difficult time. · $20 million in additional support for nursing homes for COVID-19-related cost increases. · $20 million to support the state’s psychiatric hospitals so that Michiganders in need of mental health services have improved access and care. · $2 million for the Lead Poisoning Prevention Fund to protect Michigan families from lead in their homes. · $10 million to implement foster care policies to keep more children with families rather than entering congregate care. · $2.5 million to provide first responders with the mental health services they need, including treatment for post-traumatic stress disorder. “We are incredibly grateful to Governor Whitmer and the Legislature for making investments in strategies proven to reduce racial disparities in infant and maternal outcomes,” said Dr. Renay Gagleard, Board Chair for the Michigan Council for Maternal and Child Health. "Extending coverage in the postpartum period will undoubtedly save lives. One in three pregnancy-related deaths occur in the postpartum period, and it’s a critical time for providers to identify mothers who may need help with postpartum depression or to continue treatment for a substance use disorder. This continuity of care will help ensure more babies aren’t left to start their lives without their mother.” The 2021 budget includes critical funding for programs within the Department of Labor and Economic Opportunity (LEO) and the Michigan Economic Development Corporation, including $100 million for business attraction efforts. A total of $28.7 million is provided for the Going PRO program to support job training grants to businesses to support training for current and new employees in high-demand, skilled trades industries. In addition, new funding of $3 million is provided for a statewide pre-apprenticeship program with the goal of developing qualified candidates for building trades apprenticeships in the construction industry. Funding for the popular Pure Michigan campaign is set at $15 million. “Increasing access to education beyond high school and enhancing training opportunities for high-demand careers is fundamental to achieving higher income and a healthy economy,” LEO Director Jeff Donofrio said. “We are thankful to Governor Whitmer and the Legislature for funding initiatives like Michigan Reconnect and Going PRO which provide tuition-free pathways to degree programs and help businesses fill their talent needs. These new educational and training resources, coupled with our expanded business attraction efforts will make the state’s economy more competitive and create real opportunity for Michiganders.” The budget also provides funding for critical initiatives directed at the environment, including $5 million that draws down significantly more in federal funding for the Conservation Reserve Enhancement Program to reduce runoff of contaminants into Lake Erie and other watersheds. The budget also adds $1 million to Michigan Saves to help Michigan families make energy efficiency improvements to their homes. “By working in collaboration we have put together a balanced budget that is good for Michigan and I am sincerely appreciative of the partnership that occurred with Senator Jim Stamas and Rep. Shane Hernandez at the appropriations level, and I’d also like to thank my staff within the budget office for their many long work days and extra hours,” said State Budget Director Chris Kolb. “In these most challenging times, we were able to join forces to invest in our state’s greatest needs by prioritizing education, public health and safety while investing in our infrastructure, businesses and the employees that work there.” A total of $4.2 million is provided to begin implementing the pre-trial incarceration task force recommendation for crisis intervention and de-escalation training through the Michigan Coalition on Law Enforcement Standards, helping ensure law enforcement officers have the training and education they need to intervene successfully. The budget includes $7 million to increase the number of troopers within the Michigan State Police. The budget also includes $14.3 million in broadband funding to help expand internet access across the state which is more important than ever to Michiganders relying on telework, telehealth, and virtual learning. Hudson Library .... Carnegie repair questions
by Joann Simmons 30 Sep '20

30 Sep '20

The Hudson Carnegie District Library has returned to curbside pickup only. We are all well. Our ceiling above the circulation desk decided to fall on Sundayevening while no one was here, thankfully. We now have cracks creeping out to the restof the ceiling area. Does anyone who is in a Carnegie Building have any recommendationson companies that do correct repairs to these buildings? I get that we may not get the originalcement board back up there, but would like to have someone who has knowledge in this area to help us out. Also, are there any grants or helpful ideas as to paying for these kind of repairs. We are insured but we are opening up options so as things hit us (deny us) we can deal with it.Thank you so much for any input you may offer. Let's not talk about bats...maybe they will begin hibernating soon!!! Joann Simmons Director Hudson Carnegie District Library (zv170) 205 S. Books + Shoes = The Perfect Match by Ally Doliboa at MidPointe Library System Shoes 4 The Shoeless (S4TS) is a non-profit organization based in Dayton, Ohio. Their mission is to give new sneakers and socks to children in need. Since 2010, they have donated over 85,000 pairs of shoes and socks to children in the greater Miami Valley. Last year, MidPointe Library System partnered with S4TS to not only give children in need new shoes and socks, but also books. [https://mcusercontent.com/043a7515ceb3ad45bdd2dd405/images/9b095942-f562-47…] Middletown City Schools set up a visit from S4TS to each of their 7 elementary schools during the 2018-2019 school year. MidPointe Library System became involved halfway through that school year. At that time, we decided to use books we set aside for refilling our Free Little Libraries around town and other books soon to be listed as “discarded” as books to be distributed to S4TS school visits. When we asked the schools and S4TS if we could incorporate free books during these visits, they of course said “YES!” I was lucky enough to be able to attend one of the visits to a nearby elementary school. I went in prepared to see the worst that some kids have to walk in each day, but knowing I’d get to see their faces light up when they receive new shoes AND socks AND now a book! [https://mcusercontent.com/043a7515ceb3ad45bdd2dd405/images/b2f27f81-43db-49…] Here’s how S4TS works at school stops. They bring in truck loads of shoes and socks in IKEA bags, labeled by size. A class comes in, each student gets paired with an adult volunteer and the volunteer uses a sizing chart to correctly measure what size shoe the student should be wearing. We ask the student to list three of their favorite colors (so you bring back a pair that they hopefully like) and set out on a search for the perfect shoes – don’t forget to grab a new pair of socks too! Once you find one or two options, bring those back to the student and try them on. If they fit and the student likes one pair, we tell them to run around the gym once to make sure the shoes do not hurt their feet. Once you have found the student their perfect pair of new shoes, you take them to the bin of books and tell them they can pick one book. Most of the time I received an excited “Really?!” from the students to which I responded “Yes! And the best part is, this book is yours forever – you don’t have to return it to school!” And on to the next student until everyone leaves happy with new books, shoes, and socks. We planned to have a supply of books ready for the 2019-2020 school year S4TS stops and we made it through 3 elementary buildings and the 6th Grade Center before COVID-19 closed schools and the Library. Unfortunately, that left 4 elementary buildings without their books, shoes, and socks. As COVID-19 continues to bring uncertain times to the start of a new school year, this means that things such as shoe deliveries are just as uncertain. I recently found out that S4TS will be holding “drive thru” shoe deliveries to 8 of the buildings in the Middletown City School district for this school year. We are hoping to get books to these students as well, as the students now know that when they get new shoes, the get new books! Summer Lunch at Priestley Forsyth Memorial Library By Kim King, Youth Services Coordinator, Priestley Forsyth Memorial Library Priestley Forsyth Memorial Library in Northumberland, Pennsylvania is located in a small town in Northumberland County. The library serves a population of 7,500. In 2015 we started offering the Summer Lunch Program at the library. It has been extremely well received. Many of the families in the area work in manufacturing employment, which has been hit hard by the COVID-19 pandemic. [https://mcusercontent.com/043a7515ceb3ad45bdd2dd405/images/06ddff1e-b23b-49…] Priestley Forsyth wanted to help youth in our community. We contacted the Greater Susquehanna Valley YMCA Milton Branch. the sponsor we had previously worked with. They were happy to provide lunches. Families could come to the library this summer and pick up a week’s worth of food and snacks. The reason for this is that families could have a lunch and only had to stop once during the week. Milk was also provided. Many parents and caregivers have expressed their thankfulness and how the lunches helped their children to cope with their new normal. We provided take home activities such as coloring sheets, word finds, and notices of other community events in the lunch bags. We even had Spiderman visit us! Being a part of a solution to families is what we are all about. [https://mcusercontent.com/043a7515ceb3ad45bdd2dd405/images/c1d78747-5a11-4d…] Tips on Marketing Your Summer Program by Christina Stuck, Charlotte Community Library, MI Each library is unique because its community is unique. Marketing a library’s services should thus be tailor-made for the community. However, most libraries do not have a dedicated marketing team. Trent Smiley, Marketing and Communications Director for Capital Area District Libraries (CADL) in Lansing, Michigan, shared his procedure for marketing. He uses a five-step process to decide where to place ads and other information. It all begins with determining (1) the purpose behind the campaign and (2) the benefits that come from participation in that publicized activity to give (3) the desired outcomes. Based on that information, you (4) pick primary and secondary target populations and then (5) evaluate the outcomes. Smiley likes to keep the same advertising from year to year for annual events, like the Summer Reading Challenge, to help evaluate the success of advertising. Since CSLP is all about Summer Reading, most of our libraries have the same primary target as CADL: families with youth 18 years and under. An example of steps 1-4 in action, CADL secured media sponsorship from two local radio stations whose listenership are women aged 25-54 with children. Even though each library is unique, every library faced a new challenge with marketing this past summer. This year CADL had to stick with mostly digital and radio advertisements. Although CADL had about half of last year’s participation in its reading program, its digital impressions were quite remarkable. Ads promoting summer reading, digital services and virtual events generated over 1.2 million views and 10,000 clicks were made to its website. This amount which was generated in just five months is the most ever in the library’s history. Although most libraries do not have a marketing department, libraries can still be thoughtful and intentional in determining and implementing marketing campaigns. Using tools like Gale’s Demographics Now to discover how a library’s target population best receives information is an excellent beginning. Then, based on that information, a library can methodically use what funds it has to communicate programs, such as Summer Reading, to that population using tools like mailings, business partnerships, or media sponsorships. Afterwards, the library can evaluate using statistics to see if those tools were successful. [https://mcusercontent.com/043a7515ceb3ad45bdd2dd405/images/25911c66-536a-46…] Screen shot of a visit to wilx.com when CADL advertised the Summer Reading Program. Useful for doing step-5, evaluating the success of media sponsorship. [https://mcusercontent.com/043a7515ceb3ad45bdd2dd405/images/0a0f72db-c81b-48…] What is on the horizon for CSLP? 2021: Theme/Animals; Slogan/”Tails and Tales” Artist/Salina Yoon 2022: Theme/Oceanography; Slogan/"Oceans of Possibility"; Artist/Sophie Blackall 2023: Theme/Kindness and Friendship; Slogan/"All Together Now"; Artist/Frank Morrison 2024: Theme/Adventure; Slogan/TBD; Artist/Juana Martinez-Neal Was this forwarded to you? We have lots of questions on how opening to the public might go. We are open by appointment right now. However, we are looking at opening up fully no appointments. How many libraries have added Saturdays back in to their opening plan? We are currently not open on Saturdays. Open via appt for browsing or curbside. HAPl Director Transition
by kwilliams＠hartpubliclibrary.org 30 Sep '20

30 Sep '20

Nancy Sterk, Chair of the Hart Area Public Library Board of Trustees, announces the retirement of library Director Kay Williams and the promotion of Kathleen Rash as the new Director of the Hart Library. Ms. Rash, who has served as the Assistant Director for the Library since August of 2013, assumes her new position on October 12. Kathleen began working for the Hart Library as a circulation clerk in 2011. She states, “I'm thrilled to be selected for this new role. I'm looking forward to continuing to build upon my relationship with the staff, trustees and the community.” Originally from Macomb County in southeastern Michigan, Ms. Rash has lived in Oceana and Muskegon Counties with her husband, Aaron, and their five children for the last 12 years. Kathleen is enthusiastic about creating a vision for how the library can best serve and adapt to the evolving needs of the community. She has both a BS and a BA from Michigan State University, enjoys hiking with her family, cooking vegetarian meals, travel and, of course, reading. While excited about the new possibilities under Kathleen's stewardship, we also announce with regret the retirement of Kay Williams, who has served as our Library's Director for the past seven years. Kay and her staff have ably served our community during this time by staying focused on the key metrics of freshening the collection, promotion of broad community use of the library through various programming initiatives, improved user experience, and technology improvements. “I'm so proud of my staff and how hard they work to support our extended library community. No one is a stranger to us, and all are welcome to use our services. I'm confident Kathleen and her staff will find new and even better ways going forward to promote the love of learning and reading.” Kay's future plans include spending more time with her grandkids, traveling, and reading. She is planning to continue to participate with the Friends of the Hart Library group and doing other volunteer work. The Board of Trustees wishes Kay all the best for a happy retirement and encourages the community to stop in to wish her well before her final day at the library on October 15. Kathleen looks forward to working with all of you. Kay Williams Library Director Hart Area Public Library

Hi all, Looking for some data! If you employ library pages, whose only responsibilities are shelving and pulling holds (or similar non-patron facing responsibilities) would you kindly share your rate of pay and average weekly hours with me?
