The Michigan Center for the Book is proud to host author Al Declerca at the Michigan Nautical Gathering, October 11, 2014. Al will be talking about his book Bernida: A Michigan Sailing Legend at 1:30 at the Library of Michigan's Lake Huron Room, 2nd floor. All are welcome. Al Declercq has a BBA from Eastern Michigan University and a MBA from the University of Detroit. He started his first sail making business in September of 1979. His present business, Doyle Sails Detroit, founded in 2006, is located in Clinton Township, Michigan. In addition to making sails, Al is a very avid and highly successful competitive sailor, logging more than 50,000 miles of offshore racing experience. He purchased Bernida with the dream of racing her again in the Bayview Mackinac Race. He In 2013 he won his 25th Mackinac race. Al and his wife, Sara, have two children, Allison and Matthew. MI Tax Forms

Greetings, You know summer vacation is officially over when we start talking about tax forms ordering. The MI Dept of Treasury mailed out their annual tax forms quantity letters on Sept. 4th to participating libraries. The letter confirms your quantities for last tax season and asks if you'd like to change any amounts. So be on the lookout for the letter. Changes to District Library Establishment Act (repeat notice)

Notice: Changes to District Library Establishment Act as of January 1, 2015 If your community is considering forming a district library, there will be a significant change in the District Library Establishment Act (DLEA) going into effect on January 1, 2015. Section 2(i) of the DLEA, MCL 397.172(i), currently states that cities, villages, townships, counties and school districts may be participating municipalities for the purpose of establishing a new district library. Section 2(i), however, also states that after January 1, 2015, a school district may NOT be a participating municipality - this specific provision will "sunset." Practically speaking, this means that new agreements for establishing a district library that include a school district as a participating municipality must have all authorizations in place -i.e., must be signed and approved by ALL the necessary parties - by December 31, 2014. The Library of Michigan will continue to review these agreements within a reasonable time of receipt by the State Librarian's Office, although please be aware that Section 5(1) of the DLEA, MCL 397.175(1), states the "legislative bodies of the municipalities that establish a district library shall submit the agreement to the state librarian within 10 days following the date on which the agreement is adopted." Please also note, however, that HB 5597, which proposes to remove the sunset provision, is currently pending in the Michigan Legislature . If HB 5597 is enacted, school districts will continue to be able to be participating municipalities for purposes of establishing a district library. The progress of HB 5597 may be followed on the Michigan Legislature website at http://legislature.mi.gov/doc.aspx?2014-HB-5597. HB 5597 does NOT, as of September 4, 2014, change the DLEA prohibition against adding a school district as a participating municipality under Section 25(1), MCL 397.195. Thanks, Sue Sue Wiegand Periodicals Librarian 123 Cushwa-Leighton Library Saint Mary's College Notre Dame, IN 46556 574.284.4789 (Cross-posted--apologies if you receive this more than once--please share with all interested) *Michiana Scholarly Communication Librarianship Conference* 2014 theme: Scholarly Communication on a Shoestring: Launching scholarly communication programs at small and medium-sized university libraries Indiana University South Bend and Saint Mary’s College are proud to announce the *Michiana Scholarly Communication Librarianship Conference*, to be held on October 20, 2014. The only conference aimed specifically at small and mid-sized university libraries, the Michiana Scholarly Communication Librarianship Conference is ideal for librarians at institutions interested in launching a scholarly communication program. It is also a great opportunity for librarians currently working with scholarly communication initiatives to network and share experiences, best practices and ideas. This conference will feature presentations by a variety of experts in scholarly communication*s* as well as smaller roundtable discussions. Presenters include: *Lee Van Orsdel. *The conference Keynote Speaker has been the Dean of University Libraries at Grand Valley State University in Allendale, Michigan, since 2005. In 2012 the GVSU library won the ACRL’s Excellence In Academic Libraries Award. She previously held positions at Eastern Kentucky University, the University of Montevallo, and Samford University. She spent almost five years at EBSCO’s international headquarters working with major libraries in the Southeast. For sixteen years she co-authored *Library Journal*’s annual study of journal pricing, expanding it to include an ongoing analysis of the open access movement and its effect on traditional journal publishing. A frequent writer and speaker on scholarly communications reform, Van Orsdel is a founding member of the ARL/ACRL Institute on Scholarly Communications and a member of the SPARC Steering Committee. *Jere Odell* is a Scholarly Communications librarian at the IUPUI Center for Digital Scholarship. He promotes and supports open access publishing practices including the library's open access publishing fund, open journal system and institutional repository initiatives. In addition to advocating for new forms of scholarly communications, he provides education and consultation services relevant to authorship, metrics for impact, fair use and authors' rights. Prior to joining University Library, Jere worked as an embedded librarian in the IU Center for Bioethics, where he managed a special collection of bioethics resources while collaborating on information ethics, research ethics, community engagement and health policy projects. *Nazareth A. Pantaloni, III, J.D., M.S., Ph.D.* Nazareth Pantaloni is the Copyright Program Librarian in the Scholarly Communication Department of the Indiana University-Bloomington Libraries. He previously worked as Assistant Director for Copyright and Administration at the William and Gayle Cook Music Library, where he was responsible for music copyright and licensing at the Indiana University Jacobs School of Music. Before working at IU, he worked as a law librarian and library administrator at Temple, Princeton, Villanova, Rutgers and Cornell Universities, and the University of Pennsylvania. Mr. Pantaloni holds a M.S. degree from the College of Information Studies at Drexel University, a J.D. from the Beasley School of Law at Temple University, and a Ph.D. from Villanova University.
