DPL continues to partner with the League of Women Voters Detroit. The MICRC is finalizing the draft maps that will be published October 4. The public will be able to view and comment on drafts before the commission votes on November 5. The MICRC is hosting 9 in-person regional public hearings to listen to comments on the commission's draft maps. On October 28, the commission will hold a public hearing in Detroit at the TCF Center. This session will cover the general process, as well as the draft maps for the Detroit area. Shifting Landscapes launches on October 4th

I would like to invite you to attend an upcoming public lecture series and bring your patrons along. Shifting Landscapes is a six-part series beginning in October and running through next April (skipping December). It will feature six topics with three sessions for each. The topics are science, community, economics, racism, truth in politics, and education. Experts and artists will join us to explore the topics in more depth. Since covid hit us, we have all had to make major adjustments in our lives. Our world changed. Then George Floyd was killed and millions across the country took to the streets in protest. Then Trump lost the election and millions refused to accept it. The world is changing around us and the pandemic seems to have quickened the pace. Shifting Landscapes will help us explore some of the topics that are in flux. The first session -- on October 4th at 7pm -- is with poet Margaret Hasse. She will read from *Shelter*, a book of poems and watercolors created and published while both she and visual artist Sharon DeMark were under quarantine. The book of poems and artworks was created through Zoom exchanges. Hasse and DeMark would volley poems and watercolors. Hasse might start with a poem and DeMark would respond with an image. Edits and reworking would follow until both artists were content. Hasse will explore with the audience how this project both helped and fell short of her coming to grips with the isolation and loneliness of covid. You may join us via zoom and your patrons may join us via zoom, but I want to suggest a novel alternative: invite a live audience to attend the Zoom meeting together. There's no doubt that we miss some connection when we meet virtually but are alone in our own spaces. Being in the same room restores some of that community connection. Most sessions will include a Q&A and anyone on Zoom will be able to ask questions. The presentations should be stimulating enough to start conversations among the people that have gathered together, and really this is one of the main goals of the series. Let me know if you're interested, I will send brochures through Rides to help you advertise to your patrons. This is great for programming on a budget. Your cost is basically zero. More than that, I dream that this could be a great way for programming in the future. If this works the way I envision, it could pave the way for us smaller libraries to collectively host bigger (more expensive) presenters. The setup for hosting an event like this can be very simple. State of Michigan Budget Updates

State of Michigan Budget Updates Last week, legislative leadership and Governor Whitmer’s administration issued a joint announcement that a budget deal had been finalized for the FY22 state budget. On Tuesday, Sept. 21, legislative leaders moved a massive $50 billion spending plan out of a joint House-Senate conference committee that has shaped the FY22 general government omnibus budget. On Wednesday, Sept. 22, the House and Senate, in separate votes, gave quick approval to the spending plan. The Governor has indicated she will sign it in time for it to take effect for the new fiscal year, which begins October 1. Federal revenues of $5,614,000 and Library fees of $300,000 account for a State general fund/general purpose budget of $24,431,000. On page 122, the language outlining the new $800,000 Library pilot program is outlined. This year the budget increase comes largely because of federal COVID funding, and also because state tax revenues exceeded projections earlier in the pandemic. It should be noted that upwards of $10 billion more in federal COVID relief money still remains to be distributed and will be included in supplemental budgets to be approved later in the year. Treasury ARPA funds for library construction/improvements

We received a communication from IMLS today and wanted to make the Michigan library community aware of a new federal opportunity from the U.S. Department of the Treasury that appears to offer construction/improvement funds for libraries and broadband infrastructure under the banner of pandemic response. You will need to review this information yourself to determine if your entity would be eligible for the funding. Treasury's guidance for the Coronavirus Capital Projects Fund (CPF) program, established by the American Rescue Plan Act of 2021, is available here: https://home.treasury.gov/policy-issues/coronavirus/assistance-for-state-lo…<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fhome.trea…>. Join us as we explore how the Indianapolis Public Library Training and HR staff used this ready-made self-paced learning, added some library-specific context and group discussions, and created a successful new learning process for their managers. Director- Belvedere Tiburon Library (CA) A new Director and a newly expanded and renovated Library in 2021! In an ever-evolving environment, the seven-member Belvedere Tiburon Library Agency (BTLA) Board is looking for that special candidate who values community and staff engagement, collaboration and change, and library innovation with respect for tradition and history. Key initiatives include welcoming all residents into the new Library showcasing new services and programs, exploring and developing external partnerships, leading and mentoring a stellar staff team, and working with a Board dedicated to a culture of library excellence. Serving 17,500 residents, the Library Director-in a leadership role-reports to the BTLA, directs 17FTE staff members, works closely with the Library Foundation on fundraising and development, and operates the Library with an annual $3 million operating budget primarily funded by a strong local tax base. The new Director will exhibit and model transparency, fiscal responsibility, collaborative leadership skills, and public engagement as critical values. The Library, the heart of the community, is currently expanding its current facility by 9,000 sq. ft to include an expanded children's area, a creative learning space, community programs spaces, and a new teen center. This is a privately funded project, significantly supported by the Library Foundation; the newly expanded library is scheduled to open in January 2022. The Library is the gateway to the scenic Tiburon Peninsula communities of Belvedere, Tiburon, and Strawberry. Belvedere and Tiburon, 4.9 square miles, are located in southern Marin County (CA) north of the Golden Gate Bridge. Belvedere, "Beautiful View," is a small, vibrant community of 2,122 residents. Its hills and lush landscape look at San Francisco and the Bay, Angel Island, and Sausalito. Many of its homes are considered historically significant designed by famous architects. Belvedere residents and community volunteers, "roll up their sleeves" restoring historic structures, renovating parks, and serving on boards and committees. The Town of Tiburon, home to 9,176 people, is bordered on the west by Richardson Bay and to the south and east by the San Francisco Bay. With its easy, small-town vibe, it is a delight to live there-the home of wonderful restaurants, some of the world's best sailing, breathtaking views, unique shopping, and Angel Island State Park, a historic landmark. Responsibilities. Under the general direction of the Belvedere-Tiburon Library Agency, the Library Director is responsible for the administration of the Library, including the planning, organizing, directing, and reviewing of all Library activities. Responsibilities include, but are not limited to, developing Library goals and objectives, long-range plans and major policy recommendations for review and approval by the BTLA; developing Library programs and procedures; overseeing the delivery of patron services, materials acquisition, public relations, technology, applications, and physical plant maintenance; managing library personnel, including selecting, mentoring, evaluating, promoting, and supervising; developing and recommending the annual library operating budget and working with the BTLA and the Library Foundation on all aspects of library funding, including endowments and special accounts; publicizing library programs and services; representing the Library to external agencies, organizations, and individuals, including regional, state, and national library associations; and working with Town, City, and County administrations and representatives as necessary for the maintenance of library operations. Qualifications. Minimum qualifications include a master's degree from an ALA-accredited program and five years of progressively responsible administrative, supervisory and managerial experience in libraries. Essential attributes include strong administrative, communication, interpersonal, and consensus-building skills with a demonstrated ability to provide leadership within the library and community. In addition, the Director should possess strong planning and project management skills and success in fiscal stewardship "best practices." Prior successful experience reporting to a governing Board, previous building expansion/renovation experience, and a knowledge of laws and regulations applicable to the role and functions of the Joint Powers Agency are desirable attributes and qualifications. Compensation. The hiring salary range is $160,000 - $185,000 (with placement negotiable dependent on experience and qualifications) and an excellent fringe benefits package.
