The American Library Association (ALA) has announced plans to award nearly $2 million to small and rural libraries in 2020 and 2021 to help them address issues of concern in their communities. Through Libraries Transforming Communities: Focus on Small and Rural Libraries<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fwww.ala.or…>, up to 650 U.S. libraries in small and rural communities will receive $3,000 to tackle issues ranging from media literacy to COVID-19 safety to unemployment. The initiative is part of ALA's longtime commitment to preparing library workers for the expanding role of libraries. "2020 has laid bare many of the issues that small and rural communities have long struggled with, from isolation due to a struggling Postal Service to inequalities in the broadband access that is vital for remote learning," said ALA President Julius C. Jefferson, Jr. "With its core values of access, education, social responsibility and the public good, the library field is uniquely situated to lead local change in this time of crisis, and ALA is proud and excited to offer the funding for them to do so." The Institute for Museum and Library Services (IMLS) defines small communities as those with a legal service area population of 25,000 or less and rural communities as those more than, or equal to, five miles from an urbanized area. Selected libraries will develop their facilitation skills through online training, talk with community members (virtually or in-person) about local needs, and undertake a project that benefits their community. Grant funds may cover a range of expenses, from hotspot purchases to personal protective equipment to staff time to undertake community engagement work. Community engagement is the process of working collaboratively with community members - be they library patrons, residents, faculty, students or partner organizations- to address issues for the betterment of the community. In February, ALA released a set of free professional development materials to help workers in small and rural libraries prepare for and lead discussions and overcome common challenges that arise when people gather to speak in groups. Available materials include: * "Leading Conversations in Small and Rural Libraries<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fwww.ala.or…>," a practical 30-page guide that covers the basics of leading discussions in the library, including roles and responsibilities, setting ground rules and managing group dynamics, with a section about leading virtual conversations. * "Libraries Transforming Communities: Facilitation Training for Small and Rural Libraries<https://gcc01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fecourses.…>," an e-course available on ALA's eLearning platform, with a module about leading virtual conversations. Grant recipients will also receive a copy of "Ask, Listen, Empower: Grounding Your Library Work in Community Engagement," edited by Mary Davis Fournier and Sarah Ostman (ALA Editions, 2020). Since 2014, ALA's community engagement initiative, Libraries Transforming Communities, has reimagined the role libraries play in supporting communities. Libraries of all types have utilized free dialogue and deliberation training and resources to lead community and campus forums; take part in anti-violence activities; provide a space for residents to come together and discuss challenging topics; and have productive conversations with civic leaders, library trustees and staff. PRIMARY DUTIES AND RESPONSIBILITIES * Provides Reference, Readers' Advisory, and Roving services to the public. o Accurately and efficiently answers patron questions in various forms, including library account information, finding collection items and checking out materials. o Responds to patron questions following established policies and procedures, selecting appropriate solutions and communicating options to the patron. o Refers patron queries and issues beyond the Librarian's scope of authority to library administration. o Assists and educates patrons in the use and navigation of the library's website, e-material platforms, and other online services. Demonstrates and troubleshoots the use of equipment, software, mobile devices, and other technology. o Performs reader's advisory by suggesting age-appropriate materials to patrons. o Assists at all public service desks as needed. o Greets and assists patrons throughout the entire library, enforcing library policies using a polite and professional approach. * Researches, plans and presents programs and develops outreach and partnership opportunities that meet the needs of the community as outlined in the Strategic Plan or in response to patron demand. o Proposes programs to the Program Librarian. o Completes paperwork associated with programming, following established procedures. o Sets up and cleans up for programs. o Works collaboratively with community entities and partners as a representative of the library. * Selects, develops, and maintains collections as assigned by the Collection Development Specialist. o Maintains assigned collections according to established standards. o Reviews, updates, and revises Collection Development Plan for assigned collection areas. o Makes recommendations to the Collection Development Specialist to establish new collections, or end collections that no longer meet the needs of the community. o Makes budget recommendations for assigned collections to the Collection Development Specialist and stays within approved budget. o Prepares displays as assigned. Other Duties and Responsibilities * Provides training, mentoring and guidance to new hires, interns, practicum students and volunteers as assigned. * Compiles, reviews, and/or interprets statistical data. * Participates in the development of long- and short-term plans for the department and the organization. * Accepts special assignments or duties in support of the library's goals and objectives. * Independently or with others researches, recommends, implements and monitors projects as assigned. * Serves on workgroups/committees and participates in initiatives as assigned, both within the library and with outside entities, partners, or associations. * Stays informed of library news and events via review of all forms of library communication: website, email, SharePoint, library newsletter and blog. Contribute content as appropriate. * May act as Librarian-in-Charge in the absence of library administration. * Provides assistance in maintaining the neat and orderly appearance of the library. * Ensures building security after library closing (check doors, clear the building and set alarm) as necessary. * Writes detailed, clear and concise incident reports, obtaining case numbers in the event of police involvement. REQUIRED QUALIFICATIONS AND SKILLS * Master's Degree from an ALA-accredited library science program. * One year of experience in a customer service environment. * Written and verbal communication skills at the level typically acquired with the completion of a Master's degree. * Proficiency with common computer applications, including Microsoft Office and the Internet. * Punctuality and dependability. * Consistent display of public service attitude that reflects the library's values. * Knowledge of library operations and services, including an understanding of and adherence to fundamental principles of open access to library materials and the privacy rights of patrons. * Ability to work with patrons of varied backgrounds, ages, and abilities. * Demonstrated ability to translate methods used in other libraries and industries to suit the needs of the library. * Ability to work independently to analyze and evaluate current library services, programs and practices and to revise and develop programs and services as needed to respond to patron needs. * Ability to complete special projects while maintaining routine duties. * Ability to effectively exercise initiative and independent judgment, and assume responsibility without close supervision. * Ability to maintain a calm atmosphere, ensure safety, and respond to emergencies. * Ability to persuade, negotiate and resolve conflict. PREFERRED QUALIFICATIONS * Coursework related to area of focus. * Prior professional experience in a public library. ESSENTIAL PHYSICAL FUNCTIONS * Ability to lift and carry boxes up to 25 lbs. and push carts weighing up to 200 lbs. * Ability to sit, stand, and walk for long periods, and the ability to bend, reach, stoop, or crouch. * Ability to communicate clearly and effectively, in writing and verbally. * Ability to efficiently review, comprehend and produce a wide variety of materials in both electronic and hard copy form. * Ability to work effectively under stressful conditions in a fast-paced environment. This story is going to run in the Detroit Free Press, most likely in the first week of October. Surveying Patrons on Hours

Hi Everyone, (Pre-COVID-19) Is there anyone that has previously surveyed their patrons about their hours of operation? My board is thinking about adjusting library operation hours. Current thought is just a slight shift: opening 30min earlier 4-5 days out of the week, and close at 8pm instead of 9pm Mon-Thu. Then someone threw out there that years ago one tax-paying patron bemoaned that we are closed on Sundays. Instead of speculating, the board would like me to survey our patrons to get feedback about what hours/days they would like to see us open. I'm looking for guidance on how to best do that. Are there parameters that should be decided first by the board? Do we share those parameters with the patrons at this level, or not yet? Should we leave it blank to see what they say? What would be helpful questions to ask our patrons instead of asking for a blank schedule? (For context, our library reopened June 8th at full operational hours. My board is looking at this putting COVID-19 considerations aside.) Thank you for your help!
