Highlights are below. We recommend reading the documentation thoroughly before applying as there are significant changes from the previous years. The Improving Access to Information grant program will also be available in 2022. Information will be posted on that program in March. Public Library Services 2022 Grant program This program provides funding for public libraries to purchase materials and supplies that meet the selected program topics for a given year and are for an identified program or service the library will provide. The intent is to supplement local topical programs that improve information access and quality of service in their communities. The expected focus will be on small projects that improve community services in one of the three priorities listed below and that align with the LSTA priorities listed in the grant documentation. * Literacy programs * Children and Teen programs * Technology programs Grant Details: * Applications are due Monday, March 7th by 5:00 PM EST. * Branch locations remain eligible for grants, however, this year ALL branch applications must be submitted and managed by the main or administrative branch. * A UEI (Unique Entity Identifier) number from SAM.gov is REQUIRED on the application. * Funding will be from $500 to $2,000 per location. * Funding is by reimbursement only. * Eligible applicants are Michigan public libraries that are legally established and currently eligible for state aid. * The grant period is from mid-April to September, with expenditures complete by August. An application webinar will be held Monday, February 14th at 10:00 AM. Registration is on the Public Library Services grants page. The grant program is lightly competitive. Governor's Budget

Governor Whitmer's Fiscal Year 2023 Proposed Budget Today, Governor Whitmer introduced her FY23 proposed budget with a $74.1 billion spending plan, the largest in state history. The Governor’s priorities for FY23 are laid out specifically on page 3 of the budget presentation document<https://www.milibraries.org/assets/docs/FY23%20Executive%20Budget%20Present…> and the Budget Stabilization Fund – “Rainy Day Fund” has increased by $51.8 million bringing the total fund to $1.5 billion. Even with increases in revenue, the Governor’s General Fund budget, which totals $14.3 billion, remains flat for Library State Aid at $15,067,700 but also continues to include $800,000 for a Library Pilot project for school and public library collaboration. (See pages 79 and 80 in the FY23 General Omnibus Budget<https://www.milibraries.org/assets/docs/FY23%20General%20Omnibus.pdf>). Other line items for the Library of Michigan take into account slight salary and program increases from FY22 for MeL and other library operations. [cid:image001.jpg@01D81DBC.20D81980] Of special note to libraries from the Governor’s Budget recommendations from the Education Omnibus (page 111, section 32n)<https://www.michigan.gov/budget/-/media/Project/Websites/budget/Fiscal/Exec…> is a $25 million fund with an additional $25 million in one-time funding to develop a competitive grant program to expand access to quality, affordable programming before and after the school day for young people. Qualifications include: 1. Serve children in any of the grades - kindergarten to 12. 2. Be a community-based organization that is exempt from federal income tax under section 501(c)(3) of the internal revenue code, 26 USC 501, an institution of higher education, community or adult education program, a public library, or a local government. These programs must be used to support expanded learning opportunities, including but not limited to mentoring, leadership, community engagement, agriculture, art, music, literacy, science, technology, engineering, mathematics, health, and recreation programming. Virtual online classes for older adults from GetSetUp

The Library of Michigan and Michigan Department of Health and Human Services are partnering to support the ability of older Michigan residents to access live, online virtual classes on a variety of topics through GetSetUp. LM began pushing information about GetSetUp out to the public libraries last year during COVID and we are continuing to work with them to encourage libraries to take advantage of the quality, online, virtual programming they can offer to their communities. Policies covering Freedom to Read, collection development, challenged materials

I seem to recall during a Library of Michigan's Director's meeting online that there was presented (or suggested) a template of a policy that would cover all of the above. The discussion was if more libraries had a similar policy it would be easier for interpretation by others. I have been through all of the LM Directors' meeting notes and cannot find anything.
