How does your library handle bankruptcies?
by Steven Smith 28 Dec '16

28 Dec '16

We've had bankruptcies come up on occasion, and we've never been quite sure how to handle them. Does any other library out there have guidelines? How do you deal with lost items? Will you renew their library cards if they have lots of fines? Would you flat out forgive fines? Please let us know. Thanks, Steven F. French and Russian Vendors
by Shannon O'Leary 28 Dec '16

28 Dec '16

Dear Everyone, Thank you so much for your previous replies and guidance in helping us locate an alternate Arabic vendor. I have another query for the collective, and I hope that someone can give us some guidance. We are looking for alternate vendors for French and Russian books as we are having difficulties. However, we are unsure of what vendors (if any) provide these languages. Does anyone know of any vendors for French and Russian books, besides multiculturalbooksandvideos.com ? Any guidance would be appreciated. Thank you and have a wonderful holiday. Outcome Measurement Made Easy with PLA's Project Outcome Thursday, 1/12/2017 * 2:00 PM-3:00 PM (Eastern) The Public Library Association's field-driven initiative, Project Outcome, is a FREE online toolkit offering an innovative and easy-to-use platform for public libraries to measure the impact of their programs and services. Staff are able to easily measure patron outcomes using the field-tested surveys, quickly analyze their data using ready-made reports and interactive data dashboards, and take action using the results. For the first time, public libraries have access to an aggregated set of outcome measurement data and analysis tools they can use to affect change within their communities and beyond. Since launching in June 2015, Project Outcome has helped libraries make programmatic improvements, streamline strategic planning and decision making, increase advocacy, and gain funding. This webinar provides an overview of the toolkit and examples of how libraries have been able to benefit from using Project Outcome. Learning Outcomes At the conclusion of this webinar, participants will: * Understand how measuring outcomes can help demonstrate community impact; * Know what is included in the Project Outcome toolkit and how participating libraries are using it; and * Be able to apply the toolkit in their library. Who Should Attend This webinar is open to everyone interested in outcome measurement. Project Outcome is a free service provided by the Public Library Association. If you would like to enroll in Project Outcome in advance of the webinar, please do so at www.projectoutcome.org<http://www.projectoutcome.org/>. Instructors Emily Plagman is the Project Manager for PLA's field-driven initiative, Project Outcome<http://www.ala.org/pla/performancemeasurement>, funded by the Bill & Melinda Gates Foundation, overseeing its development and implementation. Prior to joining PLA, Emily worked as a project manager, at the Chicago Metropolitan Agency for Planning on an energy efficiency grant. Emily received her Master's in International Public Affairs from the LaFollette School of Public Affairs at the University of Wisconsin and her Bachelor's in Political Science at Marquette University. Oath of Office
by Membiela, Clare (MDE) 27 Dec '16

27 Dec '16

Hello Natalie: As Andrew stated, the Michigan Constitution, Art XI, Sec. 1 mandates that Public officers take an oath of office. Additionally, MCL 168.363<http://legislature.mi.gov/doc.aspx?mcl-168-363> states that Township Officers are included within this Constitutional provision. And MCL 168.358<http://legislature.mi.gov/doc.aspx?mcl-168-358> lists Public Library Board members ("Directors") as one of several "Public Offices" included within Townships. If the Board member in question does not take the Oath - and file appropriate documentation of that Oath, then it is possible that he/she will be considered to have "denied" the election to the post of Board Member and the seat will be considered vacant Op.Atty.Gen.1955-56, No. 2130, p. 382. Now, MCL168.362<http://legislature.mi.gov/doc.aspx?mcl-168-362> (2) states: "A township officer elected in the general election shall remain in office for the full term if the officer failed to take the oath of office within the time prescribed by law and was subsequently appointed by the township board to the office for which the officer ran." This section may seem to contradict the apparent rule that an Oath is required. However, In researching further, it would seem that this subsection simply provides a remedy for an officer who takes the oath late - not one who refuses the oath. There is no legal authority or explanation that I found that seems to excuse APPOINTED officials (as opposed to ELECTED) from the oath requirement. Neither the Constitutional provision cited by Andrew, nor the MCL provisions above indicate in any way that the oath requirement applies to elected officials only. HOWEVER, it would be advisable to confer with your municipal attorney in order to confirm this information and apply it appropriately to your exact situation. I hope this is helpful! Please do not hesitate to contact me if I can be of any assistance. Happy Holidays! Clare Clare D. Membiela, MLS, J.D. Project Outcome Training Coming to Michigan!
by Atkin, Evette (MDE) 27 Dec '16

27 Dec '16

Greetings! Public library services put people on the path to literacy, technological know-how, or a better job - but what we are often missing is the data to show it. Outcome measurement helps libraries answer the questions: How can we better measure and demonstrate our community impact? What good did our services do? Would you like to implement outcome measurement in your library? Join us for a Project Outcome Regional Training, a full day, in-person workshop near you! At this workshop, a Project Outcome trainer will facilitate a deep-dive into outcome measurement using Project Outcome tools. You will learn how to deploy outcome measures in your library, collect and use resulting data, and leverage the project's support network to ensure successful adoption. Be a part of a cohort of public libraries interested in implementing Project Outcome to drive change, influence decision making, and demonstrate the true impact of their library's programs and services on the community. The goal of Project Outcome is to help public libraries understand and share the true impact of essential library services. Project Outcome, an initiative of the Public Library Association, provides simple tools and a supportive online community of library leaders to help public libraries collect insights and data about all the ways we are meeting the needs of our communities. This understanding can improve the way public libraries do business - from allocating existing resources more efficiently to advocating for new resources more effectively. For more information about Project Outcome, visit www.ProjectOutcome.org<http://www.ProjectOutcome.org>. Prior to this workshop, you will: * Complete a pre-workshop assignment including introductory materials and your library's strategic goals. During this workshop, you will: * Review Project Outcome surveys and tools. * Identify goals for outcome measurement in your library. * Explore best practices for selecting and administering Project Outcome surveys. * Examine processes to use outcome measurement results for ongoing programming changes and decision-making processes. * Identify best practices for using outcome measurement results for advocacy, support, and fundraising. * Discuss outcome measurement as it relates to strategic planning for the library and the community. * Create a plan for implementing Project Outcome. Following this workshop, you will: * Be invited to participate in two follow-up virtual meetings to continue learning, collaboration, and to receive support from the Project Outcome trainer and peers in your cohort. Who should attend: * This workshop is intended for: Library directors, managers, supervisors or staff who will be responsible for managing or overseeing the implementation of Project Outcome. This may vary depending on the size and organization of your library. * We recommend that you send as many as [1-3] staff members from your library or library system. Oaths for Library Board Members
by natalie bazan 27 Dec '16

27 Dec '16

Hi Everyone, I have a question about library board members and oaths. We have a library board member for our township library who objects to the township forcing library board members to take an oath to uphold the constitution. Does anyone know if library board members are required by Michigan law to take an oath to serve as an elected board member? Thanks, Natalie Bazan MA, MLIS Library Director Hopkins District Library Dorr Township Library 118 E. by White, Shannon (MDE) 27 Dec '16

27 Dec '16

The Call for Speakers for Big Talk From Small Libraries 2017 is open through January 13! This free one-day online conference is aimed at librarians from small libraries; the smaller the better. The event is national and Michigan has been a frequent contributor in the past to the conference. Be sure to consider sharing your ideas, successes and lessons learned with similar libraries across the country. Small libraries of all types – public, academic, school, museum, special, etc. – are encouraged to submit a proposal. http://nlcblogs.nebraska.gov/bigtalk/call-for-speakers/ Do you offer a service or program at your small library that other librarians might like to hear about? Have you implemented a new (or old) technology, hosted an event, partnered with others in your community, or just done something really cool? The Big Talk From Small Libraries online conference gives you the opportunity to share what you’ve done, while learning what your colleagues in other small libraries are doing. Here are some possible topics to get you thinking: § Unique Libraries § Special Collections § New buildings § Fundraising § Improved Workflows § Staff Development § Advocacy Efforts § Community Partnerships § That great thing you’re doing at your library! For Big Talk From Small Libraries 2017, we’re looking for seven 50-minute presentations and five 10-minute “lightning round” presentations. Big Talk From Small Libraries 2017 will be held on Friday, February 24, 2017 between 9:45 a.m. and 6:00 p.m. (EST) via the GoToWebinar online meeting service. Speakers will be able to present their programs from their own desktops. The schedule will accommodate speakers’ time-zones. If you are interested in presenting, please submit your proposal by Friday, January 13, 2017. Speakers from libraries serving fewer than 10,000 people will be preferred, but presentations from libraries with larger service populations will be considered.
