by Lancaster, Catherine (MDE) 12 Apr '17

12 Apr '17

Congratulations to the teens at Novi Public Library for having their video selected as Michigan's TVC winner - their video and other state winners are now available for viewing on the CSLP website, https://www.cslpreads.org/2017-teen-video-challenge/, please see the attached (or below) press release. Feel free to use the videos to promote summer reading to teens in your area. Thank you, Cathy Lancaster Sent from my iPad FOR IMMEDIATE RELEASE April 14, 2017: The Collaborative Summer Library Program (CSLP) announced the winners of the 2017 Teen Video Challenge. The Teen Video Challenge is a national competition for teens to get involved with reading and their public library's summer reading program. Winning videos were selected at the state level to be recognized as an official CSLP Teen Video Challenge winner for 2017. This video competition ended in its seventh year of encouraging teens to get involved with promoting summer reading and public libraries with a focus on the CSLP 2017 slogan, “Build a Better World.” Each participating state selected one winning video to be named the official CSLP Teen Video Challenge state winner for 2017. Fourteen states and over seventy teens participated in the creation of these winning videos. The winners were announced the week of April 10, 2017 during the CSLP Annual Meeting held in Charleston, South Carolina. Official CSLP Teen Video Challenge winners were named from the following states: California, Colorado, Florida, Idaho, Indiana, Maine, Massachusetts, Michigan, New Jersey, New Mexico, New York, Oregon, South Carolina and Washington. To view this year’s winning videos, please visit CSLP’s website at www.cslpreads.org<http://www.cslpreads.org/>. The winning videos can be used by all teens and all public libraries to promote summer reading nationwide. The winning videos illustrate the diversity of our nation and of the teens that create them. Whether produced by an individual teen, groups of teens, a teen library club or a teen school group, all exhibit creativity and illustrate quality work on the part of the industrious teen film makers. The videos use a variety of references to communicate the “Build a Better World” idea. In addition to promoting reading and the “Build a Better World” slogan, it is clear from all these videos that teens value their public libraries. The Collaborative Summer Library Program (CSLP) is a consortium of states working together to provide a unified summer reading theme along with professional art and evidence-based materials so that member libraries can provide high-quality summer reading programs at the lowest possible cost and to play a significant role in literacy initiatives.

by Reish, Karren (MDE) 12 Apr '17

The Library of Michigan is pleased to announce a new Library Services & Technology Act (LSTA) summer quick grant program for public libraries. LSTA allows grant funds for public library services and has priorities for targeting library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, to individuals with disabilities, individuals with limited functional literacy or information skills and expanding services for learning and access to information. This program provides funding for public libraries to purchase materials and supplies that meet the selected program topics for a given year and are for an identified program or service the library will be providing. Funding is intended to supplement local topical services that improve information access and quality of service in their communities. The focus will be on small projects that improve community services, with a focus on the LSTA priorities listed above. The grant period will be from June to August annually, as funding allows. Funding will be from $500 to $2,000. Funding is by reimbursement. The application deadline is May 22, 2017. Eligible applicants are Michigan public libraries that are legally established and currently eligible for state aid. Information on Purchasing Policies and Bidding Policies for Libraries
by Membiela, Clare (MDE) 11 Apr '17

11 Apr '17

Hello: There have been a few requests for information pertaining to the receiving of bids for repair, construction , and other Public Library purchases and contracts. Currently, there are very few Michigan statutes that require municipal entities to solicit bids for purchases. Today, whether or not a library MUST open a purchase up to bidding generally depends largely on where they are located. Requirements for bids are now generally levied at the municipal level. If a library is unsure of the rules relating to whether they must initiate a bidding process for a repair or other purchase, or, if they are unsure as to the procedure to be followed in such a bidding process, their best, and safest bet is to consult with the Treasurer or Financial supervisor of their municipality. Certain municipalities, such as Fourth Class Cities, are covered under State laws with regard to bidding (Fourth Class cities are those cities with 10,000 people or less) (MCL 108.5<http://legislature.mi.gov/doc.aspx?mcl-108-5>) In addition to local, municipal requirements, certain types of purchases may require a bidding process. For example, if the purchase/project is funded with State or Federal funds, or certain Grant monies, then the source of the funding should be consulted to determine if there are requirements for purchases using those funds. District Libraries are not required to utilize bidding, but, as noted below, many do because bidding is a generally accepted best practice- especially if implemented above a certain monetary level. It should be noted, that even if a library does not have a legal requirement to use a bidding process to make purchases - especially large purchases (over $2,000 or $3,000), there are good arguments to use bidding as a way to make large purchases: Bidding processes are generally considered to be good fiscal practice Bidding processes encourage transparency with regards to how public money is spent (and therefore protects both the public and the public employees) Bidding processes can enhance and encourage the growth of entrepreneurs and small businesses, and can open the market to more diverse vendors - which can be good for a local community All libraries should have written purchasing policies as part of their financial plans and processes. Below I have linked to some resources that may be helpful: https://www.mml.org/pdf/resources/publications/ebooks/HMO_by_chapter/CH%202… (Michigan Municipal League chapter on Municipal Purchasing from "Handbook for Municipal Officials"P) http://www.michigan.gov/documents/treasury/AccountingProceduresManual_20296… (Michigan Dept. of Treasury Accounting Procedures Manual) http://www.michigan.gov/documents/libraryofmichigan/LM_2014_PublicLibraryFi… (Public Library Financial Management Guide) http://www.kdl.org/sites/default/files/kdl-policy-manual.pdf Sample Purchasing Policy - Kent District Library (See Policy 5.2) As always, please consult your accountant, and attorney in order to determine the best policy for your library. I hope this is helpful! Please do not hesitate to contact me if I can ever assist! Sincerely, Clare Clare D. Membiela, MLS, J.D. 3m/Bibliotheca 877 C-Series and TLC
by Eric Blum 11 Apr '17

11 Apr '17

Hello Everyone, At our library, we have TLC for our ILS and an 877 C-Series automatic check-in by 3M/Bibliotheca. We have found that there are exceptions that prevent an item from being checked in. When we uncheck all the exceptions, all the items should be checked in. However, TLC does not seem to recognize whether or not these exceptions are applied. All items with holds, fines, long overdue, etc are not checked in. Basically an item must have a completely clear record to be checked in successfully. I have spoken with TLC and Bibliotheca. TLC has not been very accommodating and Bibliotheca seems to only have limited options. Currently our solution has been to use the Digital Library Assistant to scan returned items in order to pick out the items not checked in. Has anybody had success getting TLC to do automatic check-in and what did you do to accomplish this? Thanks for your feedback! Thanks, Eric G Blum Head of Cataloging/Technology Lincoln Township Public Library Ph: 269-429-9575 ext) 123 Fax: 269-429-3500 www.lincolnlib.org
