Popular Digital Resources In Public Libraries
by Jim Flury 22 Apr '20

22 Apr '20

All, During the time libraries have been closed and library patrons have been without access to physical materials I have handled a few (okay, more than a few; multiple dozens is a more accurate number) inquiries, as well as many actual setups, for digital services. Here is a synopsis of six of those services which have proven to be most popular in public libraries so far: 1. OverDrive and OverDrive Advantage : Most public libraries have OverDrive, usually as part of a consortia. The price varies according to the population served of the subscribing library. Also available to OverDrive subscribing libraries is OverDrive Advantage. For $250.00 an OverDrive library can enroll in OverDrive Advantage. That $250.00 is turned into a content credit that is used to buy titles/copies that are for the exclusive use by patrons of that library only. Future Advantage purchases are per the discretion of the library. 2. Hoopla by Midwest Tape : Hoopla [ https://www.hoopladigital.com/ | https://www.hoopladigital.com/ ] is a (mostly) pay per download service that offers ebooks, audiobooks, comics, television shows, movies and music. Nationwide, the average cost of a Hoopla download is currently about $2.06. Recently Hoopla also added to its offerings the same one copy/one user model OverDrive has featured since its inception. Hoopla is also rumored to be rolling out a consortial model, similar to that offered by OverDrive, sometime in early 2021. An initial deposit, the amount of which is dependent upon the pop served of the library, is required to begin with Hoopla. 3. RBdigital: They offer everything the above two vendors do, with the addition of Magazines (OverDrive does offer magazines again as well) and Newspapers [ https://rbdigital.com/ | https://rbdigital.com/ ] TLN still has in place a Michigan statewide discounted price program with Recorded Books for Magazines (3,500 titles with unlimited access); Audiobooks (30,000 titles with unlimited access); Comics (2,000 titles); Newspapers (2,000 titles); and Streaming Video (AcornTV, IndieFlix, etc). The TLN discounted pricing for these services varies according to the annual circ and/or pop served of the library. 4. Kanopy : [ https://www.kanopy.com/ | https://www.kanopy.com/ ] Public libraries pay a $2.00 per viewing charge for 72 hours of viewing. There are also unlimited viewing rights pricing options available, but they are not inexpensive. A colleague/friend once described Kanopy as "intellectual Hoopla." That colleague/friend is both considerably younger and a lot smarter than I am, and since I liked that description, we will go with it here. 5. Flipster : Magazines by EBSCO [ https://flipster.ebsco.com/ | https://flipster.ebsco.com/ ] I have tried for as many years as Flipster has been in existence to convince EBSCO to adopt a truly consortial purchase model for its magazines, as RBdigital does. EBSCO hasn't been willing to do so, though. They have a lot of really, really good titles, including some that are exclusive to EBSCO, ie you can't get them through RBdigital [ https://flipster.ebsco.com/browse-magazines | https://flipster.ebsco.com/browse-magazines ] Price varies according to the title, and the pop served of the library buying the title. 6. Tumblebooks : [ https://www.tumblebooks.com/ | https://www.tumblebooks.com/ ] Children's animated, talking, unlimited access ebooks (other packages are also available) from a variety of high quality publishers with which you are familiar. Subscription pricing for the TumbleBook Library version for public libraries starts at $799.00 per, but much better pricing is available for consortia. Obviously there are many others out there. But the above are representative of six digital services that have proven popular in TLN libraries, and even more so during this time of physical library closures. Please let me know if you would like additional information concerning any of these services. Thanks. Library Law Short - Coronavirus Edition
by Membiela, Clare (MDE) 22 Apr '20

22 Apr '20

Greetings! Below are some library-law related tips and information that have crossed my computer so far this week * Gov Whitmer may release her "Reopening Plan" this week. https://www.wilx.com/content/news/Gov-Whitmer-speaks-with-Washington-Post-o… * As libraries continue to draft their own reopening plans, a reminder that plans from other states and the ALA can be extremely helpful, but every state has different laws and requirements - in addition to what the final plan from the Governor will contain. There may be some ideas that legally won't work in Michigan, so it is very important that libraries have their attorneys review their plans prior to implementation (just like they should any new policy). * If applying for grants, read the criteria carefully. Michigan Public Libraries are not all 501(c)(3) entities, but they are all tax exempt entities under 26 USC 115 (that is section 115 of the IRS Code which exempts States , Municipalities, subdivisions, instrumentalities, etc.), and eligible under 26 USC 170(c)(1) (IRS Code 170(c)(1) which is the provision that permits donations to eligible entities to be deducted from income taxes). Some grants mention local units of governments separately and require eligibility under 170(c)(1) of the IRS Code. * EO 2020-54 "Temporary prohibition against entry to premises for the purpose of removing or excluding a tenant or mobile home owner from their home - Rescission of Executive Order 2020-19" https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-526305--,00.html was released. This EO extends the provisions of EO-2020-19, which prohibits the physical eviction of leasing tenants from residences, including mobile homes and land contracts. The provisions have been extended until May 15, 2020 at 11:59pm. * Zoom Security Tips (To guard against "Zoombombing.") https://zoom.us/security https://www.cnet.com/how-to/4-zoom-security-settings-to-change-now-to-preve… https://www.wired.com/story/keep-zoom-chats-private-secure/ https://www.nytimes.com/2020/04/07/style/zoom-security-tips.html https://www.usatoday.com/story/tech/2020/04/02/how-to-keep-zoombombing-hack… * Michigan Municipal League Webinars: * The Families First Coronavirus Response Act (FFCRA) - What Public Employers Need To Know, Thursday, April 23, 2020, 12:00 PM - 1:00 PM https://www.anymeeting.com/AccountManager/RegEv.aspx?PIID=EE56DE81874D39 * Considerations For Municipal Enforcement of Executive Order 2020-42 , Friday, April 24, 2020, 12:00 PM - 1:00 PM https://www.anymeeting.com/AccountManager/RegEv.aspx?PIID=EE56DA80864739 We are the Library of Michigan are working and here to help! FW: COVID-19 Research Partnership to Inform Safe Handling of Collections, Reopening Practices for Libraries, Museums

FYI for those interested in guidance on the materials handling issues surrounding COVID-19. IMLS is partnering to research best practices in this area. The timeline for results will be forthcoming. Each year, people visit public libraries over 1.35 billion times, in addition to the approximately 850 million annual visits to American museums—the latter of which alone is more than the attendance for all major league sporting events and theme parks combined. While most museums and libraries’ physical spaces are currently closed to the public, some are already working with local health officials to compile plans on when and how to safely reopen. IMLS, the primary source of federal funding for museums and libraries, OCLC, a global library technology and research organization, and Battelle, a not-for-profit global research and development organization, have come together to help identify and respond to the needs of collecting institutions. Other federal contributors include the Smithsonian, the Library of Congress, and the National Archives and Records Administration. IMLS took initial steps to help identify and respond to the needs of collecting institutions several weeks prior. On March 30, the agency hosted a webinar with the Centers for Disease Control and Prevention; the recording is available on the IMLS website<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fr20.rs6.ne…>. IMLS, OCLC, and Battelle will also engage a steering committee drawn from the museum and library fields with the goal of understanding and mitigating the impact of the virus. Together, they will help support the curation and development of information on how to handle materials, training, and cleaning in support of safely reopening and sustaining operations under a COVID-19 reality. As the national emergency has intensified, so has the concern over the handling of paper- and plastic-based, circulating, and the other types of collections and interactive exhibits managed by libraries, museums, and related organizations. “Managing inventory and handling materials is a daily function of collecting institutions across America and the globe,” said IMLS Director Crosby Kemper. Collecting institutions in the U.S. hold more than 13 billion items<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fr20.rs6.ne…>, from furniture to photos and sheet music to soil samples, and the amount of loose paper in collections alone is enough to fill 347 Olympic-sized pools. “The challenge of working with collections is compounded by inconclusive information on how the virus survives on surfaces and how—or if—different types of materials can be handled to mitigate exposure. As library systems, museums, and similar institutions across the United States plan for their reopening, an enhanced understanding of how to apply best practices in the context of local officials’ guidance is absolutely essential in mitigating risk to employees in handling collections and engaging with the public,” said Kemper. “These unprecedented times call for unprecedented measures to protect people,” said Skip Prichard, OCLC President and CEO. “There is still a lot we have to learn about COVID-19 as we plan to reopen libraries and museums. Working with IMLS and Battelle, OCLC will be able to provide libraries and museums with the best research available to determine best practices for handling collections materials, and protecting the health and safety of staff and the communities they serve.” “This project will likely not answer all the concerns around reopening, nor will it supersede community health guidance,” said Kemper. “However, it is part of a larger, critical effort to help the more than 140,000 libraries and museums across the country.” On April 13, IMLS announced plans to distribute $30 million<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fr20.rs6.ne…> in CARES Act funding to all U.S. states, territories, the District of Columbia, and the Freely Associated States to help communities address the digital divide. This followed the agency’s April 6 release of new flexibilities<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fr20.rs6.ne…> for its nearly 1,300 open awards to provide relief for staff salaries and other pandemic-related operating expenses. “We hope that by working together, we can aid communities by offering vital information as they consider reopening and beyond in a changed world,” said Kemper. More details, as well as the anticipated timeline of results and information, will be available in the coming week. For the latest updates, subscribe<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fr20.rs6.ne…> to IMLS news and visit imls.gov/coronavirus<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fr20.rs6.ne…>. Through OCLC, member libraries cooperatively produce and maintain WorldCat<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fr20.rs6.ne…>, a comprehensive global network of data about library collections and services. Libraries gain efficiencies through OCLC’s WorldShare<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fr20.rs6.ne…>, a complete set of library management applications and services built on an open, cloud-based platform. Together as OCLC, member libraries, staff and partners make breakthroughs possible. About Battelle Every day, the people of Battelle apply science and technology to solving what matters most. At major technology centers and national laboratories around the world, Battelle conducts research and development, designs and manufactures products, and delivers critical services for government and commercial customers. Library Locker Summary of responses
by Melissa Huisman 22 Apr '20

22 Apr '20

Hi Folks! This is what I have received back so far in answer to my question about lockers: Library Locker Info - Michlib-l (April 2020) - responses Original Question From: michlib-l-bounces(a)mcls.org<mailto:michlib-l-bounces@mcls.org> <michlib-l-bounces(a)mcls.org<mailto:michlib-l-bounces@mcls.org>> On Behalf Of Melissa Huisman via Michlib-l Sent: Tuesday, April 14, 2020 10:17 AM To: 'michlib-l(a)mcls.org' <michlib-l(a)mcls.org<mailto:michlib-l@mcls.org>> Subject: [Michlib-l] outdoor electronic lockers Hi! Can anyone recommend a brand or vendor for lockers that patrons can use for pickup outside the building? Thanks, Melissa Melissa, We don't have lockers yet, but we've been looking into them & have asked for a lot of recommendations. The two at the top of our list are D-Tech's HoldIT! system and Bibliotheca's Remote Locker. Both vendors were willing to provide references & quotes for a basic system, as well as a live virtual demo (we had D-Tech last week, Bibliotheca is today). I'd be happy to share any of that with you if you'd like. Kevin Hawley, Circulation Supervisor, East Lansing Public Library, 517-319-6943 khawley(a)cityofeastlansing.com<mailto:khawley@cityofeastlansing.com> Hi Melissa, ELPL is looking into these as well. We had a very good virtual demo by D-Tech. A nice system. We have another virtual demo by Bibliotheca tomorrow. The D-Tech libraries we contacted have nothing but good things to say about them as a company for customer service, etc. They are pricey, though. I think American Locker Co. has outdoor lockers that have been used at libraries. They do not talk to the ILS system. Thanks, Kristin Hi Melissa, Thank you for your enquiry and interest in the D-Tech HoldIT(tm) To provide you with correct pricing information, are you looking for an indoor or outdoor kiosk And what combination of units, please see information below, The HoldIT connects via SIP2 we have many installs with many ILS To provide you with correct information, Are you looking for an outdoor kiosk? What quantities with the main screen are you looking for, I have provided the kiosk units available below: The HoldIT(tm) kiosk is an expandable kiosk with three different units available, [cid:image001.jpg@01D61322.2EF7DCE0] >From left to right: Return bin unit (has 8 usable spaces) a returns draw and a returns bin is housed in the bottom Main screen unit ( has 9 usable spaces) the top locker holds electrical equipment and can only be opened with a key 15 locker unit all 15 spaces are usable, The kiosk is flexible so with the main screen you can have any combination of units, so we have some customers who have the main screen and return bin units only ( 17 usable spaces) and others that have the main screen and 5 x15 lockers (84 usable spaces) the kiosk can also be added to at a later date. Trilly Roper ,Head of customer service [cid:image002.png@01D61322.2EF7DCE0] Unit 1, 251 Ranger Road, Cape May, New Jersey, 08204, Tel: 609-435-5846, www.d-techinternational.com<https://linkprotect.cudasvc.com/url?a=http%3a%2f%2fwww.d-techinternational.…> >From American Locker [cid:image003.jpg@01D61322.2EF7DCE0] [cid:image004.jpg@01D61322.2EF7DCE0] I have attached a few different configurations we have built for other applications. We can mix sizes or do all the same size. The software can be loaded and the database can reside on the local machine and can be set up to automatically send codes to the patrons via text or e-mail, or can be controlled by you and you send the codes to them. Let me know what you are thinking as far as a quantity, if you think these sizes may work and how the delivery and pick process with be handled. I can then send some budgetary information specific to your use case. Thank you for reaching out via LiveChat, sorry for the glitch earlier. Kind regards, Pete Collins VP Sales American Locker Hi Melissa, I was also thinking of something really simple, like high school lockers, but we always ran into the same issue - how to you let patrons know how to unlock it? The easiest way would be to let patrons use their library card or account number, which keeps leading us back to electronic lockers. The D-Tech system isn't completely integrated with your ILS - it doesn't let you place holds or checkout books, or anything like that. It has its own software on one of your terminals & you "check out" the book through their system. It tells you which locker to put the books in, and then patrons retrieve their books by scanning their library card from the terminal built into the locker. When they're done, the patrons return their books in a book drop like normal. >From what I've seen, D-Tech and Bibliotheca are the only two systems like that. Envisionware & others make more complicated (and expensive) systems that let you browse books & check them out from the kiosk, sign up for library cards, return books, etc. We had our D-Tech demo last week, and I checked with some of the libraries that are using their system. I've pasted their response to my emails below. I also attached a copy of the quote they sent me. They included space in part of the unit for a return bin, but we'd swap that out for a few more lockers for the same price. Our Bibliotheca demo is tomorrow, so I'll let you know what they have to say in a separate email later. Kevin Feedback from 3 public libraries that are using D-Tech's HoldIT system 1. Chester Library, PA 2. Rogers Public Library, Arkansas 3. Grand Prairie Library, TX 1. Chester County Library, PA: We have been really happy with the HoldIt lockers. They were just starting to gain some traction before we had to close. D-Tech was very easy to work with. They provided a lot of support, and still check in on occasion to see how we're doing. I have copied Barb Bailey, our head of Circulation, because she can give you more of the technical details. (note: I have not heard from Barb yet. - KH) Good luck, and stay well. Marguerite Dube Director, Chester County Library and Henrietta Hankin Branch 450 Exton Square Parkway Exton, PA 19341 Phone: 610-344-4054 Fax: 610-344-6328 E-mail: mdube(a)ccls.org<mailto:mdube@ccls.org> www.chescolibraries.org<https://linkprotect.cudasvc.com/url?a=http%3a%2f%2fwww.chescolibraries.org%…> 2. Rogers, Arkansas Public Library I felt the company offered good services and were responsive. Our unit did not work out for us. We thought we had put it in an excellent location but it was not used much and we had to have repairs made a couple of times. Patrons also had difficulty seeing the screen in the bright sunlight. We did do some protection that helped, but did not find a really good solution. Judy F. Casey, Director 711 S. Dixieland Road Rogers, AR 72758 479-621-1153 3. Grand Prairie, TX Public Library Hi Kevin, Please see my answers below. The biggest challenge we had was our work flow. Let me know if you end up going with the Hold IT and maybe I can help you skip some of the learning curves we had. The machine works well and D-Tech is great to work with. Please don't hesitate to let me know if you need anything else or have any other questions you think of. Peter 1. How has D-Tech been to work with? Have you had any issues? No issues, just the opposite. The best part of D-Tech is their service. Marvin and his team have come personally to work on our Hold IT. We also purchased a Lend IT from them. I would have no reservations about working with them in the future. They are very attentive and requested enhancements come in days or weeks not months. They are the best vendor I have worked with in 20 years in terms of service and working hard to keep you coming back to them for other products. Any technology is going to have issues. The important thing is for the vendor to support you and its product after the sale. D-Tech does that. 2. Does it integrate well with your ILS (may not be relevant - we have Innovative Sierra) We use Horizon and there have been no issues with our SIP2 connection. The one issue we have had is the doors sticking but that seems to have been resolved with a hardware change they made. 3. How have your patrons responded to it? Do they use it often? Our customers love it and have continued to use it even if we had an issue with one of their transactions. Ours is placed in an area far from our brick and mortar buildings so that helps the usage as well. Can you give me an idea of the total outside dimensions? The system I quoted you would be 78"W x 18"D x 80"H Or, can I just calculate by the number and rows of drawers? The system is comprised of 2 columns of the small lockers, each column is 12"W and 2 columns of the larger lockers, each column is 18"W; The user station would also be an 18"W column. Also - does it need to be anchored to the wall and what kind of wiring or hookup would it need from the unit into the network of the building? (It would be on a brick wall). Ideally anchoring to a wall is preferred, but it can be anchored to the ground if need be. We have anchored systems to brick, cinder block, marble, concrete, etc. We would need a standard 110V power outlet and either a network data port to plug into, a very strong WiFi connection or a cellular device for internet connectivity. The twin 10-door system with computer kiosk in the center will recognize a patrons' bar or magnetic code library card or a pin and open only the door the door assigned to them by the library back at the home office. What is your plan for usage? Library holds for social distancing? Temporary storage for pubic safety? Other? Are you looking to purchase in 2020? I look forward to hearing back from you. Device Purchasing Purchase Window Now OPEN!
by Norris, Sonya (MDE) 22 Apr '20

22 Apr '20

Did you know that libraries are eligible to purchase devices such as laptops, desktops, and peripherals, often at prices below market? The Awarded Device spreadsheet<https://gcc01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdrive.goo…> has been updated and put on Google Drive. Please go there for the most recent version. All purchases must be made through SPOT (go to remcsave.org<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fremcsave.o…> below and follow the instructions) As many of you probably already suspect, due to anticipated delays on some processors and with COVID-19 thrown into the mix, delivery time tables will be affected. We've asked the vendors to keep the delivery timeframes as up to date as possible in the item descriptions in the catalog. However, we strongly recommend that you contact the vendor directly before placing your order if the timing of the delivery of devices is critical for your situation. To view the Device Purchasing catalog: 1. Go to remcsave.org<https://gcc01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fremcsave.o…>. 2. Click on Technology on the home page. 3. Click on the Device Purchasing box. 4. Use the categories on the left under Device Purchasing to navigate through the catalog. 5. Change the number of items per page that you can see by updating the number at the bottom of the list of devices and clicking enter. To access SPOT to upload a PO, you must have an account and log in. Once you're in SPOT, use the Purchase Order icon at the top to jump down to the Purchase Order section or scroll down to the bottom. Frequently Asked Questions about the bid and SPOT, such as how to log in and how to make a purchase, can be found in the Help section on the REMC SAVE website<https://gcc01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fhelp.remc…> and the PDF version is attached. PDFs with all of the awarded devices and the options available for each awarded device are available in the Buying Guide section at the bottom of the Help page. I've also attached an Excel version of the awarded device document for those who like to sort and filter and a PDF of all of the options and accessories for the awarded devices. (In Adobe Acrobat, click on the bookmark icon on the left side of the PDF to open up a linked TOC with item numbers and device names. In Chrome click on the bookmark icon in the upper right of the PDF viewer.) Public libraries are also eligible to purchase off of this bid. Several of the vendors are also offering the opportunity to purchase the awarded devices for personal use. Information on this program will be sent out as soon as we have the info. (Personal purchases are not made through SPOT.) As always, if you have any questions, email Karen Hairston, Project Manager, at karen(a)remc.org<mailto:karen@remc.org> or spot(a)remc.org<mailto:spot@remc.org>. Also, fun fact, Karen was on the MeL team not so long ago! Outstanding Librarian Award Winner 2020: Fran Hotchkiss
by Angela Semifero 22 Apr '20

22 Apr '20

As a member of the RLC Awards committee, I'm delighted to have the chance to highlight our Outstanding Librarian of the Conference, Fran Hotchkiss. Not every librarian can say they started shelving books at their hometown library before they finished kindergarten but Fran Hotchkiss did just that. Her lifelong commitment to her local library, her community, and her profession make her our Outstanding Librarian of the Conference. Having grown up across the street from Brandon Township Library, Fran was an avid visitor there since she was a small child. At age 11, library staff started paying her $1.00 an hour to complete small tasks at the library and at age 14, with a work permit, she was hired part-time. In 1979, right after she graduated from high school, she was made Head of Children's services and continued in that role for many years, helping to raise generations of children with her "Frantastic" storytimes and programs. In addition to running literacy programs at Brandon Township Library like Baby Rhyme Time, Reading and Rhythm, "1,000 Books before Kindergarten," and "Battle of the Books," Fran has truly extended library services to meet her community wherever they are. Now serving as Community Outreach Liaison Librarian, Fran spends her time and tireless energy providing more than 30 outreach programs each month. These include providing school lunchtime programming, contacting adult foster care and senior centers, working with local homeschool populations, and participating in community events. Fran developed weekly programs at the Sashabaw Hills Mobile Home Park. This included seeking grant funding to support initiatives such as building bookshelves for more than 40 children, donating books to each child’s collection, and partnering with local individuals such as yoga instructors, dentists, and Spanish teachers to help teach children new skills. She also developed Health and Wellness initiatives such as “Stories and Steps” and takes the library’s “Meet Up and Eat Up” program on the road with her programs. Another initiative Fran developed to get books into the hands of children is the “Books in Businesses” program, in which children’s books are given to local spaces where children may have to wait with their parents such as auto repair service shops, doctor’s offices, and fitness centers. She even took her new-found interest in learning to play the dulcimer to develop a “Do-Re-Mi” dulcimer program for children. The Outstanding Librarian of the Conference not only makes significant contributions to her library, but invests herself in efforts to bring about positive change in the library community. Fran has been active in the Michigan library community for years, serving on Michigan Library Association committees and serving as a leader in planning the annual Spring Institute conference. Fran has developed workshops and presentations on storytelling and programming that have been put on throughout the State of Michigan. Fran was honored by the Michigan Library Association as Children’s Librarian of the Year in 2004 and by her alma mater, Wayne State University, with the Professional Services Award in 2016. Fran is active in her community, supporting youth through a variety of initiatives outside of her library work. As a member of the Brandon Groveland Youth Assistance Committee for more than a decade, Fran has taught and supported free parenting classes and presented at anti-bullying events, youth recognition nights, a suicide prevention program. She has done everything from directing children’s plays at church to acting as a judge for the VFW Patriot Pens Competition. Her nominator, Robin Loughlin, stated in her nomination “I am reminded of the closing scenes of the movie “It’s a Wonderful Life” when George Bailey’s brother calls him the richest man in town. Fran is the richest woman in town through the relationships she has built and the lives she has impacted. This community would not be what it is today without the caring, compassionate, encouraging Miss Fran!” AWARD COMMITTEE: Sonya Schryer Norris, Library of Michigan Carol Dawe, director, Lakeland Library Cooperative Angela Semifero, director, Marshall District Library Dion Mindykowski, director, Tahquamenon Area Library Martin Gibbs, Library of Michigan Foundation Board Member
