Wayne State's SLIS and HBCU Library Alliance Receive $497k IMLS Grant to Increase Diversity

The Wayne State University School of Library and Information Science and the Historically Black Colleges and Universities (HBCU) Library Alliance have received $497,000 from the IMLS Laura Bush 21st Century Librarian Program to increase the diversity of the library profession. In this 3-year project, the two partner organizations will recruit, mentor, and deliver an online Master of Library and Information Science degree to 10 students from underrepresented groups in order to achieve greater diversity among practicing library professionals. The School will provide the education and the library alliance will assist with recruitment and retention through mentorship of the selected students by HBCU librarians. Recruitment efforts will be extended particularly to undergraduates currently attending HBCU institutions and library paraprofessionals currently employed by HBCU libraries. The major goals of this project are to recruit additional underrepresented students to the library profession; provide graduate library science educational opportunities to promising bachelor’s degree holders and library paraprofessionals from underrepresented groups; and test the efficacy of a distributed online degree program, supported by on-site mentors, to retain students from underrepresented groups through degree completion and employment as professional librarians. OAKLAND LITERACY COUNCIL ANNUAL BENEFIT DINNER BLOOMFIELD HILLS, MICH, October 1, 2013. The Oakland Literacy Council—a nonprofit group providing free literacy training to adult residents of Oakland County—will hold its 24th annual “Ex Libris” fundraising banquet on Wednesday, October 23 at the Village Club in Bloomfield Hills, beginning at 6:30. According to Council President Judy Lindstrom, “Ex Libris is the primary fundraising event for the Council and is essential to our educational program. We are the only nonprofit 501c3 organization providing free one-on-one literacy training in Oakland County. Hundreds of our volunteer trained tutors help students to lead more fulfilling and productive lives. Since 1984, we’ve assisted some 12,000 students, including those learning English as a second language as well as English speakers working to improve their reading and writing skills.” This year’s featured speaker will be Tim Skubick, who is well-known for his public television program, “Off the Record,” aired locally on Detroit and Flint/CMU public TV. Tim is a long-standing member of the Michigan’s Capitol Press Corps and covers the capitol for WWJ News Radio 950, WJBK-TV-2, and sixty Michigan Radio Network Stations. In addition, Tim has written two books, been awarded four Emmys, and is a member of the Michigan Journalism and Broadcast Hall of Fame. Everyone interested in literacy is invited to “Ex Libris.” Benefactor tickets are available for $175 and patron tickets for $125. The Michigan legislature inserted language in the Fiscal Year 2013-14 budget that prohibited MDE from appropriating any funds for the implementation of the Common Core State Standards or the Smarter Balanced Assessments unless it received approval through an "affirmative action" by the legislature. The Michigan House of Representatives took its affirmative action through the adoption of House Concurrent Resolution 11 (HCR 11) last week. The state Senate has not taken any similar action. "While the Common Core remains Michigan's K-12 content standards and schools will continue to design their local curriculum around them, we are continuing to review the areas of our operations that are affected to comply with the state law, now that we can't provide assistance on the implementation of the Common Core or the Smarter Balanced Assessment," said State Superintendent Mike Flanagan, Director of the Michigan Department of Education. "This not only impacts local school buildings, but also how we re-tool our work and all of our external contracts," Flanagan said. "So much of what we have been doing with Common Core over the past three years has been ingrained in our work here at MDE." We are unclear yet as to MDE's ability to flow federal dollars through to local and intermediate school districts. We are clear, though, that MDE will not be able to process federal Title I Consolidated Applications, or keep open the Michigan Online Resource for Educators (M.O.R.E.) online portal for educators and students. One of the major impacts of this lack of action by the Senate is that the state is in violation of its federal flexibility waiver to the No Child Left Behind Act (NCLB). Michigan will revert back to the federal NCLB requirement that schools have between 89-93 percent of their students proficient in math and reading. Early calculations show only 2.6 percent of school buildings (89) and seven tiny local districts in Michigan meet those thresholds, thus, the rest will be deemed: Not Making Adequate Yearly Progress (AYP). The federal waiver to NCLB required a state to adopt career- and college-ready standards and provide support to its local schools in implementing those standards. As is its Constitutional and statutory authority, Michigan's State Board of Education chose in 2010 to use the career- and college-ready aligned Common Core State Standards. The current federal flexibility waiver goes through 2013-14. MDE has been working on the renewal of that waiver, due to the U.S. Department of Education by the end of the year. All of that work on the renewal has ceased. If the state losing its federal NCLB waiver, the Bottom 5 percent schools will be determined by a previous data method resulting in identifying different schools and causing turmoil with schools never identified on the list and some schools coming off the list, missing legislative deadlines for identifying the Bottom 5 percent of schools and all other legislative deadlines for schools. This would cause the list of schools on the 2013 Bottom 5 percent list to be 6-12 months behind in their improvement requirements, any may impact the 2012 group, as well. Another implication of the prohibition of work by MDE means that local schools will lose the opportunity to participate in Smarter Balanced Assessment field testing if the state has to pull out of the Common Core, and accompanying assessment consortium work. The field testing would have given Michigan students the best chance to experience online testing that will measure the full breadth of career- and college-ready standards in a format that will prepare them for post-secondary success, according to MDE. Michigan will not be able to replicate this type of experience, and risks falling behind by years with regard to implementing the type of online, computer adaptive testing that the legislature has called for previously. This also means that schools will not have important student academic growth data aligned to career- and college-ready standards for the foreseeable future, to fuel all critical reform efforts such as educator evaluations; school rankings and comparisons; and effective targeting of resources for the lowest-performing schools. MDE also has requested the Michigan Department of Technology, Management and Budget to take down the MDE website because the Common Core State Standards are integrally related throughout. "If we cannot expend funds on any information, or support and assistance to local schools, then we have to scrub our entire website and restore pages are they are deemed fit," Flanagan said. This is the immediate impact on the work we do here at MDE. We will continue to assess any further impact as situations may change. Digital repositories for MeL

Hello Colleagues, We are looking for digital repositories that are OAI-PMH compliant for harvesting into the Michigan eLibrary. We designated for harvesting the projects that were grant funded and added to MeL Michigana (http://mel.org/michigana) but not all of them are OAI-PMH compliant so they are not harvestable per our current contract. This is why we now have additional capacity to continue with other OAI-PMH compliant content. We have posted a collection development strategy online at http://mel.org/index.php?P=MeL--AboutMeL that you can review to get an idea of what content we seek for MeL. If you have a repository that you think is a good statewide resource and it is OAI-PMH compliant, please complete the attached spreadsheet and return it to me off list. I can receive your information at any time you are ready to offer up your resource for MeL, however I am looking for up to ten to add to our current harvesting contract, so the sooner you get me information, the more likely it can be included in the initial wave. Singleface shelving needed

We are finally near the finish line of cleaning and painting our Bath Township Library Center. Book donations are flowing in and we are desperate for single-face 66" or higher metal shelving. I would like to add a folder of links to policy manuals so that we can all find them when we need to update or rewrite a policy. Adult Literacy Programming in Public Libraries

Are you interested in doing something with adult literacy at your library but not sure where to start? I wanted to share a new FREE resource I created about supporting and starting adult literacy programs in public libraries: http://salipl.org. This website includes information on why public libraries are perfect for supporting adult literacy, success stories from libraries that have implemented programs and information about working with adult learners. In the "Program Toolkit" portion of the website, there is an outline of all the steps involved in connecting with Adult Literacy programs in your area, building a literacy collection, finding potential tutors, setting up tutor training, advertising for learners, doing assessments, learner placement, tutoring session logistics and keeping track of learners and tutors. The site has example presentations that you can adapt for potential tutors and other stakeholders as well as templates for just about all the paperwork you could possibly need dealing with assessments, placement and tracking. I was able to make these all readily available thanks to the generous people at Washtenaw Literacy. There is a growing FAQ section and everyone is welcome to send me questions through the site that I will be happy to answer.
