Matthew L.M. Fletcher Matthew L.M. Fletcher is Foundation Professor of Law at Michigan State University College of Law and Director of the Indigenous Law and Policy Center. He sits as the Chief Justice of the Poarch Band of Creek Indians Supreme Court and also sits as an appellate judge for the Mashpee Wampanoag Tribe, the Match-E-Be-Nash-She-Wish Band of Pottawatomi Indians, the Pokagon Band of Potawatomi Indians, the Hoopa Valley Tribe, the Nottawaseppi Huron Band of Potawatomi Indians, the Santee Sioux Tribe of Nebraska, and several others. He is a member of the Grand Traverse Band of Ottawa and Chippewa Indians, located in Peshawbestown, Michigan. Professor Fletcher is the primary editor and author of Turtle Talk, a leading law blog on American Indian law and policy. Eric Hemenway Eric Hemenway is an Anishnaabe/Odawa from Cross Village, Michigan. He is the Director of Repatriation, Archives and Records for the Little Traverse Bay Bands of Odawa Indian, a federally recognized tribe in northern Michigan. Eric works to collect and preserve historical information for LTBB Odawa. That information is used to support the LTBB government and create educational materials on Odawa history, such as: exhibits, signage, publications, presentations, curriculums and media. Eric has worked on numerous repatriations of native, human remains under the Native American Graves Protection and Repatriation Act (NAGPRA). Hello - update with good news! The USDA just announced the extension of the nationwide waivers for the Summer Food Service Program (SFSP) and Seamless Summer Option (SSO) through the end of 2020, or until available funding runs out. This includes: * Allowing SFSP and SSO meals to be served in all areas and at no cost; * Permitting meals to be served outside of the typically-required group settings and meal times; * Waiving meal pattern requirements as necessary; and * Allowing parents and guardians to pick-up meals for their children. Effective immediately, meals will continue to be provided to children ages 18 and under at no cost to the families. The approval of the federal waivers by U.S. Secretary of Education Sonny Perdue followed pressure last week by State Superintendent Dr. Michael Rice, U.S. Senator Debbie Stabenow, State Board of Education Casandra Ulbrich, and Michigan and national organizations not to end the waiver today, as was planned by USDA. "We're fighting for our kids," Dr. Rice said. "We are delighted that Secretary Perdue heard the voices of those in Michigan and across the country who advocated for full flexibility in feeding our children. Given that the pandemic continues, the secretary's decision to continue his waivers of the last six months, although delayed, is welcome and appreciated." USDA announced today that it is extending a suite of nationwide waivers for the Summer Food Service Program (SFSP) and Seamless Summer Option (SSO) through the end of 2020, or until available funding runs out. This includes: * Allowing SFSP and SSO meals to be served in all areas and at no cost; * Permitting meals to be served outside of the typically required group settings and meal times; * Waiving meal pattern requirements as necessary; and * Allowing parents and guardians to pick-up meals for their children. According to USDA, these flexibilities ensure meal options for children continue to be available so children can access meals under all circumstances. "We have served nearly 100 million meals to kids in Michigan since in-person schooling ended in mid-March with these federal waivers," Dr. Rice said. "We were fighting to have USDA continue allowing meals to be provided seven days a week and not just five. We were fighting for meals to be provided at locations other than schools. We were fighting for parents to be able to pick up meals for all their kids at one school and not have to go to each child's school. We were fighting for communities that had both more than and less than 50 percent of their kids qualify for free or reduced priced lunch to be able to provide meals for their children. "To have ended these flexibilities would have had a harmful effect on our children and families, who are already struggling during the pandemic," Dr. Rice added. "To limit the necessary feeding of children at any time is reprehensible. In a pandemic, it would have been an outrage." As the USDA publishes its waiver guidance, the Michigan Department of Education will share this guidance with local districts in implementing these flexibilities during the coming weeks. Families will still need to return free/reduced price meal applications or household income surveys as local districts use these for additional federal title funding and state aid funding. The timing of this announcement is especially fortunate with the release of Michigan's revised Top 10 Strategic Plan on August 11 by the State Board of Education. In the plan, one of the goals is the improvement of the health, safety and wellness of students. Not only was this an opportunity to connect with patrons, but also offered them the chance to share the library's collection of Potter memorabilia! Staff from the two branches meet on Saturday to film craft and story time videos. Contents of their take-home craft bags for all ages are demonstrated in the videos and posted once a week. They call it #OnSaturdayWeCraft. The Kooskia library is at the Kooskia Farmers Market each week and gives out 35-50 craft bags to all ages. Kamiah hands them out at the door during curbside. We asked readers to submit a photo if they host a Little Free Pantry or have a pantry shelf in the library. You will visit libraries in Delaware, Iowa, Kansas, Kentucky, Maine, Maryland, North Carolina, Ohio, and Wisconsin that are feeding their communities in creative and caring ways. Many libraries participate in the Summer Food Service Program or provide afterschool snacks. Hosting a Little Free Pantry or pantry shelf is another way that libraries can increase their capacity to meet community needs. Food distribution is certainly a non-traditional library service, yet libraries and food are a great fit. Everyone is welcome at the library, and no one pays admission or is expected to buy anything. The library has always given stuff out for free. There is no stigma to the library. Think about these attributes in terms of providing food to people in need. And think of what libraries gain by participating in food distribution: we directly address hunger and support vulnerable populations, attract new user groups, increase our visibility as a community asset, and position ourselves as an important stakeholder in community well-being. A Postgame Pep Talk By Janet Ingraham Dwyer, Library Consultant, State Library of Ohio and member of the CSLP Statistics Committee So. Summer 2020. Where to even begin? With gratitude and proper respect. Thank you for your adaptability, creativity, and persistence in providing enriching library services to your community this summer. It was likely difficult. If you coordinated a reading challenge, your registration, completion, and event attendance numbers may be way down from usual. But – you did this amid a PANDEMIC. How amazing is that? I’m a state youth services consultant and CSLP state rep. My peers at other state libraries and I are finding that, nationwide, participation in the summer library program is significantly down. If you’re looking at your 2020 numbers and then glance back at your 2019 numbers, you may feel dread and dismay. Please stop! First, we’re all in this together. What you’re seeing is true from coast to coast. Second, we can’t compare 2019 to 2020 as apples to apples when it’s more like apples to apocalypse. This year is just different. It will always have an asterisk. Instead of being disappointed (and fearful that funders and decision makers will look at the numbers and think the library was ineffective), tell your story about how, even in the pandemic, your library reliably provided engaging experiences that positively impacted youth, families, adults, and communities. How you developed creative ways, from grab-and-go activities to online storytimes, to provide service under unprecedented constraints. If your state library conducts an end-of-summer survey, please complete it so we can all document, share, and discuss this one-of-a-kind summer. These surveys allow your state library to show stakeholders and decision-makers how summer library programs benefit communities. This year, the end-of-summer surveys will also let us learn from the unique experience of summer 2020. Share your stories! Tell your community, your administration and Board, your state library, and yourself about the ways you helped specific people learn, explore, and feel safer, happier, and less isolated during this challenging summer. Know that you have a tremendous impact – beyond what the statistics can show.
