How to prepare for NTIA's broadband funding opportunities

(Read more about the programs here<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fctcnet.us…>.) If your community or institution will be eligible to apply for one or more of these programs,[1] don't wait for NTIA to issue rules later this spring. Start preparing the broad outlines of your proposed projects now-so you're ready to submit a competitive application when the window opens this summer. While the programs will have different rules and requirements, your strategic approach to preparing an application will share these key steps: Understand and document your community's broadband needs While many communities have a range of broadband needs, grant applications require a targeted proposal. So, first things first: Now is the time to identify a specific need you want to address. Define your project area and evaluate your market. We know the Promote Broadband Expansion Grant Program will favor applicants who can serve the greatest number of households in an eligible service area. The other programs' applications will include questions about the communities to be served, too. If you've been studying your local broadband gaps, you may already have a handle on those demographics; if not-or if you need more granular detail-now is the time to develop data and a market narrative. Now is also the time to draw a line around your proposed project area. You can fine-tune as you finalize your application, but for now you want a general sense of the service area-because that will drive your technical design and cost estimates. As you write your application, you will need to explain the state of the market in the service area. For many grant programs, you must demonstrate that your services will be better and no more expensive than other services offered nearby; and you should be prepared to present a narrative discussion of why the proposed services will be both marketable and affordable. Watch out for existing federal funding. We know NTIA will be coordinating with the FCC and the USDA to ensure grant funds are not expended unnecessarily in areas that are already receiving funding through those agencies. It will be important to verify that your proposed project routes don't run afoul of any funded areas. While NTIA has not yet released information about whether Rural Digital Opportunity Fund (RDOF)-awarded areas will be eligible for funding through the new programs, you should be prepared in case they are not. CTC's interactive RDOF Auction Results tool<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fctcnet.us…> is a good starting point for developing an alternative service area if necessary. Develop a technical analysis and cost estimates for construction, equipment, and operations Once you have the outlines of a project that will address your community's broadband needs, start developing your technical and programmatic approaches-and, most importantly, the estimated capital and operating costs for implementing your plan. As NTIA issues its rules and requirements, and as we develop a better understanding of the relative size of the awards NTIA might make, you will need to fine-tune the design and cost estimate to improve your application's likelihood of securing funding. But the sooner you start, the better off you'll be. Keep in mind that you may need to implement your grant-funded project quickly, so be realistic about your proposed timeline. For example, the Promote Broadband Expansion Grant Program has a one-year expenditure timeline for construction projects (though a one-year extension is possible on a case-by-case basis). Also, recognize that even if you have to scale back a design for one of these applications, that original application could be the basis for another grant application you develop later. Develop a business strategy Regardless of the program to which you apply, or the specifics of your proposal, NTIA will be looking for applicants that demonstrate a strong, business strategy. They want to award funds to financially viable programs-so your application needs to make the case that you are investment-ready and sustainable. In our experience, that means the following: Build partnerships. For localities that do not have experience operating their own networks, partnerships with established ISPs are a way to demonstrate operational capabilities. (NTIA will be specifically looking for public-private partnerships for the Promote Broadband Expansion Grant Program.) Public-private collaboration is also a key way for many local, state, and Tribal applicants to achieve their broadband goals while reducing their financial risk. That's because, in a well-designed partnership, localities and Tribes are able to trade revenue potential for community-focused results. In this type of scenario, the goal is for private partners to expand the availability and affordability of broadband services to residents whom the market has previously overlooked. Start talking to potential partners now. While the Tribal program doesn't require a partner, the Promote Broadband Expansion Grants Program does. This is intentional and meant to enable fast deployment of proposed projects. You'll need proof of an intended relationship. Develop a sustainable business model. Grant programs are fundamentally designed to deliver limited funds where they will do the most good. For NTIA, that means identifying applications for solid projects that will continue delivering benefits long after the grant award has been spent. Just as you would if you were developing a project to be funded with bonds or as part of a local budget appropriation, now is the time to take your cost estimates and other inputs, and prepare a business model to demonstrate cost-effectiveness and sustainability. One key element to keep in mind: Financial matches. While NTIA will not be requiring Tribal Broadband Connectivity Program applicants to provide a match, the other two programs may require some match. If past NTIA grant programs are any indication, we anticipate this could be anywhere from 20 to 50 percent. Plan accordingly. Create a grant checklist and start marking off the basics We expect NTIA's grant application windows to be relatively short-so the more you can do to get ready now, the better off you'll be. Start with the basics. For example, do you have Sam.gov and Grants.gov accounts? You'll need both to apply to any of NTIA's programs-and you can imagine how many other entities will be applying for credentials when the application rules are released. Do not wait until the last minute to set up these accounts. Start gathering the many other types of information and support materials you'll need for your application, too. In our experience, you'll need a range of data and numbers to not only establish eligibility for the program you are applying to, but also to provide content for the grant narrative. Start thinking now about supporting materials, ranging from letters from your governor to documents that demonstrate the support of local government, prospective customers, and the business community. Our recommendation, as with other programs like this, is to go above and beyond; additional letters (such as from your congressional delegation or the Chamber of Commerce) can only help to demonstrate the breadth of support in the community for your project. On March 10, the group offered employees a wonderful event centered around understanding the versatile needs of engaging in the workforce from home. Breakout sessions included: * Working in isolation * Working from home with kids of varying ages * Working from home with the responsibilities of caring for other loved ones Overall, the event created a space of commonality to connect and share strategies that have helped individuals be successful during this unprecedented time. ________________________________ State Treasurer Speaks at Michigan 10,000 Small Businesses Initiative [10,000 Small Businesses Program]State Treasurer Rachael Eubanks recently spoke to a cohort of 35 small business owners participating in the 10,000 Small Businesses (10KSB) program in Detroit. Over the last eight years, Goldman Sachs has been supporting local, growth-minded small businesses in Michigan through its 10KSB program in Detroit. This 100-hour business education program is delivered in partnership with Wayne State University, Macomb Community College, and Oakland community college. Through the program, participants gain practical skills in topics such as negotiation, marketing, and employee management that can immediately be put into action. In addition, individuals receive the tools and professional support to develop a strategic and customized growth plan that will take their business to the next level. There have been nearly 600 graduates of the Michigan 10KSB program, with another 35 small business owners currently participating in their Michigan cohort. Whitmer Expands MI Classroom Heroes COVID-19 Grants [COVID-19 Learning]Gov. Gretchen Whitmer and State Treasurer Rachael Eubanks recently announced the expansion of the MI Classroom Heroes COVID-19 Grants to include a new grant program for Great Start Readiness Program (GSRP), Head Start, adult education and young adult (ages 18-26) special education classroom teachers. "The MI Classroom Heroes COVID-19 Grants are just a small token of our gratitude to educators for going above and beyond during the pandemic," Governor Whitmer said. "When COVID-19 hit, teachers worked around the clock to quickly transform from in-person teaching to remote instruction to ensure that their students could continue learning. It is simply the right thing to do to expand these grants to include all specific program teachers across the state." The GSRP, Head Start, Adult Education and Young Adult Special Education Teacher COVID-19 Grant Program enables these specific program teachers to receive up to $500 for extra hours worked and costs incurred during the beginning of the COVID-19 pandemic last spring. A state budget appropriation signed by Governor Whitmer at the end of 2020 provides $2.5 million to make specific program teachers eligible to receive a MI Classroom Heroes COVID-19 Grant, who were not eligible under previous programs. "The Classroom Heroes COVID-19 Grants provide funds that our educators so richly deserve for their outstanding work during the pandemic," said David Hecker, President of the American Federation of Teachers Michigan. "In addition to the money, these grants are a sincere showing of respect for our teachers and support staff, and what they do for Michigan's students." Full-time and part-time GSRP, Head Start, adult education and young adult special education teachers in a school district or nonprofit nonpublic school classrooms during the 2019-2020 school year prior to moving to remote learning are eligible. To receive up to $500, specific program teachers must have performed at least 75% of their standard instruction workload in brick-and-mortar classrooms prior to moving to remote instruction on April 2, 2020. "My staff has been working with school districts and other stakeholders to help ensure that all eligible teachers and support staff receive the MI Classroom Heroes Grants," State Treasurer Eubanks said. "We will work urgently to ensure these specific program teachers receive their much-deserved grant payments." The state Treasury Department is working with the Michigan Department of Education, school entities and other education partners to implement MI Classroom Heroes COVID-19 Grants. Eligible specific program teachers should consult the school entity where they worked during the 2019-2020 school year to ensure they receive a grant. Grant funding checks for the GSRP, Head Start, Adult Education and Young Adult Special Education Teacher COVID-19 Grant Program are anticipated to be sent directly from the state Treasury Department to teachers in June. "Expanding the MI Classroom Heroes Grant to GSRP staff is a tremendous acknowledgement of the value of the work that they do every day," said Scott Koenigsknecht, Deputy Superintendent of the Michigan Department of Education. "These educators are committed to helping our earliest learners develop the social emotional and academic skills that will help them be prepared to successfully enter kindergarten. We appreciate them being recognized for the heroes that they are." Under the Teacher and Support Staff COVID-19 Grant Programs - the first two grant programs under the MI Classroom Heroes COVID-19 Grants umbrella - more than 138,000 K-12 teachers and support staff payments were sent MI Classroom Heroes Grants checks. More than $51 million is being distributed to eligible K-12 public school teachers and support staff and nonpublic school teachers. This month, 38 cities, seven villages, 21 townships and 38 counties received payments from the Marihuana Regulation Fund<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…> for every licensed retail store and microbusiness within its jurisdiction. For the state's 2020 fiscal year, this means each eligible municipality and county received around $28,000 for every licensed retail store or microbusiness. "The revenue generated from marijuana taxes and fees is important to our local governments," State Treasurer Rachael Eubanks said. "In this extraordinary time, our staff is working to get those payments to impacted municipalities and counties. Every dollar helps right now." For the state of Michigan's 2020 fiscal year, more than $31 million was collected from the 10% adult-use marijuana excise tax. Combined with fees, there was a total of $45.7 million available for distribution from the fund. State law outlines how much is distributed from the Marihuana Regulation Fund<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Flnks.gd%2…>. Aside from the nearly $10 million in disbursements to municipalities and counties, around $11.6 million will be sent to the School Aid Fund for K-12 education and another $11.6 million to the Michigan Transportation Fund, upon appropriation. The remaining $12.5 million amount will be used toward start-up and administrative costs. In total, more than $341 million in adult-use marijuana sales was reported for fiscal year 2020. "The team at the Marijuana Regulatory Agency did a tremendous job getting the adult-use licensing program established and operating efficiently," said MRA Executive Director Andrew Brisbo. "Infusing over $28,000 per retailer and microbusiness into local government budgets across the state is very impactful and shows how strong and successful the industry is becoming." Commonly known as the "FAFSA," this application is a critical step when applying for grants, scholarships and other forms of financial assistance. Applications are now being accepted for the Financially Distressed Cities, Villages and Townships (FDCVT) Grant Program. Municipalities interested in applying for an award must submit applications to the state Treasury Department by 11:59 p.m. on Monday, May 17, 2021. All cities, villages and townships experiencing at least one condition of "probable financial distress" as outlined in the Local Financial Stability and Choice Act are eligible to apply for up to $2 million. A total of $2.5 million in funding is available for the state Treasury Department to award through the FDCVT Grant Program for the 2021 fiscal year. Grant funding may be used to pay for specific projects or services that move a community toward financial stability. Preference will be given to applications from municipalities that meet one or more of the following criteria: * A financial emergency has been declared in the past 10 years. * An approved deficit elimination plan for the General Fund is currently in place. * Two or more conditions indicating "probable financial distress" currently exist. * The fund balance of the General Fund has been declining over the past five years and the fund balance is less than 3 percent of the General Fund revenues. Known as "The Portal," this new tool enables infrastructure owners in both public and private infrastructure sectors to document future construction. Using Geographic Information Systems (GIS) technology, The Portal alerts owners of overlapping projects and provides contact information, enabling the opportunity for a "dig once" approach at a work site. "The Portal is an essential step in ensuring our state's infrastructure is managed seamlessly," Gov. Gretchen Whitmer said. "Since the first day of my administration, I have prioritized fixing our state's roads and bridges and ensuring all Michiganders have access to safe, clean drinking water. Public and private partners who use this tool will be able to communicate on how to best approach a work site, allowing them to save money and time, while enhancing collaboration on specific projects." Often, infrastructure projects are done independently with little or no coordination with other work site stakeholders. This means a road may be torn up repeatedly at different times to address different types of work site infrastructure, like water, utility lines and broadband. When a road is repaired or a right-of-way is opened for water line or utility maintenance, The Portal provides infrastructure owners an opportunity to take advantage of that construction process to inspect, repair and replace other infrastructure at the same time. Benefits of collaboration include costs savings, efficient use of resources and reduced burden on residents near a work site. "This tool is the hub for our spoke-and-wheel approach to enabling infrastructure owners across the state to work together," MIC Chairperson John Weiss said. "Knowing what major public and private infrastructure owners are going to be working on is exciting because it enables everyone to collaborate. If a road is being reconstructed, water and other utilities can inspect and address projects at the same location." The MIC hopes The Portal will help shift Michigan's infrastructure focus from reactive response toward strategic long-term asset management. "We are always looking for opportunities to improve service to our customers and reduce the cost of our projects," said Marco Bruzzano, Vice President of Corporate Strategy for DTE and MIC voting member. Applicants are not required to file a Michigan individual income tax return to receive the credit. "If you're eligible for the Home Heating Credit, I strongly encourage you to apply," said State Treasurer Rachael Eubanks. Applications were processed through the Michigan Restaurant and Lodging Association Educational Foundation (MRLAEF). The grants are part of the Employee Assistance Grants program, which was created through a $45 million bipartisan budget appropriation signed by Governor Whitmer in late 2020. Individuals whose employment was impacted by the COVID-19 pandemic were eligible to apply for the grants in January. "As we continue to address the effects of COVID-19, our top priority is providing financial relief to Michigan families and small businesses, so that we can grow our economy and get back to normal," Governor Whitmer said. "This special grant program puts dollars in the pockets of Michiganders who work in hospitality, entertainment, recreation, accommodation and food services sectors -- as well as the gym and fitness sectors. These Michiganders have made great sacrifices and continue to make great sacrifices as we fight COVID-19." Michiganders impacted by the MDHHS pandemic orders must have been working in one of the following industries to qualify for an Employee Assistance Grant: * Bars * Banquet Halls * Bowling Alleys * Cafeterias * Casinos * Caterers * Food Trucks * Golf Courses * Hotels, Motels, Bed & Breakfast, Resorts * Nightclubs * Restaurants * Theaters * And other such recreational facilities. The MRLAEF processed the applications in January and February and notified applicants of approval or denial. The Michigan Department of Treasury began mailing checks to approved grant recipients on March 17. "Michigan's restaurant and hotel employees need help," said Justin Winslow, President & CEO of the Michigan Restaurant and Lodging Association. "We are honored to administer these much-needed grants. These dollars provide assistance for the hardship experienced during these extraordinary times." Applicants must have been Michigan residents, demonstrated proof of employment in one of the industries noted above on Nov. 18, 2020, when the MDHHS pandemic orders took effect, and proved being negatively impacted financially because of furlough, layoff, job loss or a reduction in hours worked. The MRLAEF founded the Hospitality Industry Employee Relief Fund early in 2020 after the first "Stay Home, Stay Safe" precautions. The foundation has raised several million dollars for displaced restaurant and hotel workers, processing many checks for those in need, including CARES Act dollars approved by the Michigan Legislature and signed by Governor Whitmer. Specifically, how detailed do you get on what pieces are included in contents lists, and how carefully do staff check if all the pieces are there? What/how do you charge if pieces are missing? Do these things depend on the game? Any advice is appreciated!
