Planning for the next phase with Executive Order 2020-110

Good morning libraries. As you may have heard there were a lot of changes to our sector regarding the ability to provide services. Below you can find the links to the new EO 2020-110 that includes allowances for libraries to reopen while following protocols set out for the retail community. You can also take a look at the quick update from the legal community here in yesterday's Foster Swift Legal Update http://events.fosterswift.com/viewmailing.aspx?MailingId=42301&MailKey=1716…. We recommend and encourage you all to read the full text of each of these two Executive Orders listed here in full to get a full understanding of what is expected of libraries. Executive Order 2020-110 - Temporary restrictions on certain events, gatherings, and businesses - Rescission of Executive Orders 2020-69 and 2020-96 - https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-530620--,00.html Executive Order 2020-97 - Safeguards to protect Michigan's workers from COVID-19 - Rescission of Executive Order 2020-91 - https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-529864--,00.html Remember that libraries can still move forward with phased in re-openings. There are many considerations library administrators will need to think about as libraries reopen and having permission through the rescission of the EO's that closed your space to the public does not mean that libraries have to discard plans that include phased in opening plans such as material return only or curbside service for a period of time. Libraries are still required to undertake a good deal of planning, provide a COVID Response plan, and much more as the retail sector is required. If phasing in services is the path a library would like to use to bring their operations back up to full speed in order to ensure the facility and staff are prepared and the best safety practices are in place before moving to a public re-opening as currently allowed then that may be the best route for your organization. We encourage library boards and administrations to consider and review the full Executive Orders and all the requirements within as they safely plan ahead. Also, the Governor's workgroup for the Entertainment and Arts & Culture sector was created and is currently meeting this week. There are representatives from the Michigan library community on this committee along with member of the Michigan museum community. We expect this workgroup will be providing information after June 5 to assist libraries as they move forward with planning to again provide services in their local communities. Though we do not have answers for everything we are continuing to work on information during the week to help provide answers to questions from the community. If you have questions, please reach out to our staff. Please remember to use your information literacy skills as well. As members of the library and information science field we should be the best practitioners of this concept. Section 10 of the Executive Order states: "Unless otherwise prohibited by local regulation, libraries and museums may open as of June 8, 2020, subject to the rules governing retail stores described in Executive Order 2020-97 or any order that may follow from it." New Opportunities in Adult Programming, Monday, June 1 at 10:00 am Eastern

Our virtual meeting, New Opportunities in Adult Programming, is back after our Memorial Day holiday. Please join us at 10:00 am on Monday, June 1 to hear about how one library is moving into virtual programming and what they are doing around this new service opportunity from online baking programs, to self-care with a local therapist, and also moving into virtual program collaboration with neighboring libraries. Alyson Lobert, Director of Commerce Township Community Library, will be our guest on Monday, June 1. She will talk about how her library is working with virtual programming as an opportunity rather than a replacement and the successes they have found with the availability of virtual presenters for online programs that were otherwise prohibitively expensive to have in-person. Alyson will delve into making the new virtual experiences more interactive with participant engagement and how the library reached out to the community to find out what they want in the future and how their opinions may differ from what you expect.
