MLA Connect Coffee Hour: Emotional Health During COVID-19 Join MLA and Casey J. Coker, Bronson Health, for a conversation about what self-care and community support look like and mean to you. FYI - locker update

Hi! Sorry for another email - but the school lockers are logistically not going to work.* So, I worked with Peter from LEID systems and will be purchasing their SmartGuard SmartAxess Locker. It will be installed at the end of May and I welcome all of you who are within driving distance to come and see how it works. (Once we are trained on it!) I attached the spec sheet of the unit we are getting, if you are interested. Thanks for all the help and advice. Melissa *(The combinations are pre-set and we have to change them in between each patron and consult a chart. Not to mention the patron has to be able to remember which locker and what the combo is. And, we'll have to go out every hour to see if they are emptied or not.) Jackie Kemler, White Pine District Library: RLC 2020 Trustee of the Year Award Winner

Join us in recognizing Jackie Kemler of the White Pine District Library as the RLC 2020 Trustee of the Year. Jackie joined the White Pine District Library Board over 40 years ago. When her oldest child was learning to crawl, Jackie was learning the responsibilities of being a library board member. She served in several roles on the Board and was the secretary for about 35 of the 40 years. As part of the library team, she has volunteered her service in many ways. You will find Jackie working at nearly every program that we have. She is not afraid to put on an elf costume or some such thing and assume alternative identities! She also attends programs even when she is not asked to volunteer. She comes because she is a life-long learner. Jackie is also a great promoter of this library. She helps us with advertising. She cares about the upkeep of the library as well. If we have a library spruce-up or work day, Jackie is here, along with all of the rest of her family (which she volunteers). She has brought her husband and grandson to every lawn clean-up day that we have had. Jackie is also an important part of our community. She is civic minded. She has served as the Day Township Clerk for seven years. She serves on the Montcalm County Jury Board as the Republican member. Jackie has been a member of Delta Kappa Gamma for fifteen years. She just recently joined the board for CASA (Court Appointed Special Advocates). I'm sure that there is even more to tell, but those are the ones that I know. As far as keeping current, Jackie has volunteered to participate in workshops and has attended conferences as a representative of our Board such as at the Mid-Michigan Library League annual meetings and this Rural Library Conference. Jackie supports and helps create forward thinking policies and helped us to obtain our very first QSAC certification. Following in the footsteps of the Kalamazoo Public Library OneCard Program, TADL is proud to share the good news announcing a partnership with Traverse City Area Public Schools (TCAPS) to provide library cards to 10,000 students! Under the partnership, the Traverse Area District Library will automatically provide a library card to every TCAPS student from pre-kindergarten through 12th grade. In order to facilitate and formalize the collaboration, a Memorandum of Understanding (MOU) was developed between the partner organizations. Since the time the MOU was originally drafted, the COVID-19 pandemic has temporarily closed both schools and libraries. Therefore, the program’s rollout has been modified to a virtual format and will offer access to the library’s online catalogue, including online books, research databases, videos, and more. In addition, families will receive the benefit of receiving a one-time removal of late fines and fees for student card holders. Library Law "Short" Coronavirus - Layoffs and Unemployment Resources. NOTE: The research and resources below are for informational purposes only and not for the purpose of providing legal advice. With the extension of the Stay at home order by EO 2020-59 https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-526894--,00.html and the growing realization that budgets are likely to be negatively affected, library boards are going to be reduced, some library boards which originally planned to pay workers on leave or work from home are re-thinking their plan. This longer "Short" provides information and resources on layoffs and unemployment resources for Michigan libraries. Layoffs are never easy. It is strongly encouraged for any board and/or director to consult their library legal counsel with regards to proper procedure for conducting a layoff. Employees affected by layoffs are encouraged to carefully read every communication from the employer, and to consult the layoff and unemployment information below in order to understand their rights and the benefits available to them. The library has already budgeted and has the money in hand to pay workers. The fact that libraries are government entities dependent on tax funds that get collected 1 or 2x a year means they should have the money to pay workers. If there is a budgetary concern, the board could consider WorkShare (see Guidance to Employers, above ) as a possible alternative. 2. Boards that are concerned whether paying staff while they are not working is a misuse of public money can be assured that most legal professionals- and library law attorneys in Michigan that I have spoken with agree that paying staff during the pandemic is defensible as being for a public purpose and for the public good. There is legal authority that supports employee benefits such as paid leave as being within the parameters of "supporting a public purpose" for meeting the standard of the use of public funds. The reasons for this are: * Paying staff to work from home or for leave will ensure that you retain the staff that the library has already invested time and $$ in training. It is a good public policy to retain good experienced workers. If workers get laid off, they may seek employment elsewhere and the library would lose them, and the investment made in them. * Allowing staff to work from home will allow the library to remain productive, continue to offer services to their community and permit certain tasks to get done that may not otherwise happen (such as a thorough policy review, collection development policy update, creation of new programs and creative outreach, even staff training and professional development via many online free options). Paying staff to stay home and learn or work can be a good investment (and reinforce to the community that the library is a resource worth paying for via millages). * Paying staff for leave or work at home will inspire appreciation and loyalty from the staff and will increase staff morale and likely productivity both at home and once the library re-opens. * Paying staff for leave or to work from home will encourage that staff to stay home rather than possibly seek employment elsewhere and be out in the community possibly being exposed (or exposing others) to the virus. The library is assisting the community and protecting their staff by making it possible for staff to abide by the stay at home order. Staff Furloughs and Layoffs during Mandatory Closure

??Hello, I'm collecting information in advance of a Board of Directors meeting about how Michigan libraries are continuing to pay staff now that the Stay at Home order has been extended, specifically regarding furloughs and layoffs. Most of Farmington Community Library was placed on furlough on Friday, and we're trying to figure out if other libraries are doing something similar. If you are willing, please respond to the following questions: 1. Have any staff members been furloughed or laid off since the Stay at Home order (3/24/2020)? 2. ?Should the Stay at Home order be extended, would furloughs or lay-offs be considered? 3.
