For the Library’s own operational needs, this information and the expectations for employees should be done in writing so everyone is on the same page about who is coming in and when. Also, the designated employee should have a letter from the Library that identifies him or her as a person who is necessary for governmental operations in the event they are stopped by law enforcement. So, to recap: I’ll amend my presentation to add the following: EO 2020-21 Does exempt government workers from the designation, BUT , because the exemption is more likely to be considered useful for Municipal, State and local government workers (which tend to be larger, and for which designation would be unwieldy), It is recommended that public libraries, in fact, DO make written designations as described in section 4b of EO 2020-21, https://www.michigan.gov/whitmer/0,9309,7-387-90499_90705-522626--,00.html AND provide necessary employees (those employees who will be going into the library) with appropriate letters to display to law enforcement or emergency personnel, should they be questioned. This has been very helpful, and will ease the minds of my employees that are needed to go into the library. There are only a couple of us, and we are not going very often, but this helps.
