[Michlib-l] Non-user Library survey

Hello Michlib! I'm wondering if any libraries have sent out surveys to their communities, with the intention of reaching the population that does not use their library? If you have, how did you go about accomplishing this? What technology did you utilize? What was your budget? What questions did you ask, and what was your response rate?
