Seed Library suggestions

Good evening, We are looking to possibly start a small seed library here at JDL, and I was wondering if anyone has had experience with one or has one currently at their library? We would love to hear any and all suggestions on how you may have initiated this, and how you manage it at your library. Specifically, are the seeds donations, and people take and leave them, almost like a little free library? Or has anyone chosen to catalog them and actually have them part of circulation? I am curious about how this would work, especially in the early stages. We do not have a community garden or anything similar at our library in order for it to be a self sustainable program, and I am imagining that its success would rely primarily on seed donations from patrons and possibly local organizations (we are not a rural library, but there are a lot of farming communities in the areas we serve).
