Curbside Service in light of Governor's Executive Order 2020-9 Closing Libraries

For discussion: Given this new executive order, what's the thought on curbside delivery? Note that the executive order includes " Places of public accommodation subject to this section are encouraged to offer food and beverage using delivery service, window service, walk-up service, drive-through service, or drive-up service, and to use precautions in doing so to mitigate the potential transmission of COVID-19, including social distancing." Is curbside delivery in the spirit of the order? Thoughts? Cynthia Stanczak, MLS Library Director Albion District Library 501 S. We ended up deciding to NOT have any drive through services as we would just end up bringing people out who may be sick, and sharing any germs that might be on the materials. We are trying to get patrons to hold onto what they have in the interest of not spreading germs. Our staff should not be put at risk, either. Dave Ewick, Southfield PL

Hi Cynthia, I have a call in to Anne Seurynck. Anne said she would talk with Clare Membiela. Randy Riley gave me a call as well to reassure me we should be able to continue. The initial thought is curbside is in compliance with the EO. My concern was the generic word "use" in section 1 and that all the exceptions for delivery service were specifically geared towards food service. I think the intent is more general but it was rushed into publication. As always, I don't think Lansing thinks about all the different ways libraries serve patrons. If I get a more restrictive interpretation, I'll pass it along. Sorry, hit "send" to soon. I've already announced closing curbside service until further notice, so even if a broad interpretation is given by the legal counsel, I'd appreciate knowing that, too. One difference, though, is that when you get food at a drive-through you don't return it. The only concern is transmission during the in-person exchange. We are in the (I think) unique position of handing out items that are then later returned to us. This seems like an important distinction that I'm not sure the governor's EO has taken into consideration. We had planned to increase the cap on our limited total items, like DVDs and video games, and then send items out with the extended due date of 04/30 and ask for no returns at this time. We knew we'd empty our shelves, and we'd need to close down a few days when we come back to address all the massive returns, but then our community would have access to those resources.
