Are we talking about ripping music (saving songs from a CD to a computer)? If so, if the computer has Windows Media Player, one is able to rip with that program once the music CD is inserted. At that point it usually saves to the "Music" or "My Music" folder, by artist. There are some free downloadable ripping software available online. As the other person stated, it depends on what they are trying to do. It can involve a lot of staff time and supervision depending on what they are trying to do. You could always suggest to the patron that they "google" or checkout youtube for instructions on what they are trying to "rip." Youtube is full of instructional videos for these type of things. Wouldn't the library providing "ripping software" be in DIRECT violation of copyright? Since the library patron copying the disc did not directly purchase it, they are not entitled to make a copy of it. Would any library provide a large volume copier so patrons could copy books? Providing software on your public computers that would allow transfer from one type of media to a different media or device would seem appropriate. It is a blatant rip off of intellectual property (thus the software name "rip"). I think there are some questions about the original question (format and who owns the original disc). There is music CD ripping and movie ripping. Music CDs generally don't have DRM (Digital rights management), and ripping does not involve software that circumvents that. I go through my own CD collection and rip music often with Windows Media Player (built-in software on PCs).
From what I can gather, ripping DVDs involves software that tries to circumvent DRM, and that is when it gets illegal. One site puts it well: ".. the moment a studio protects the DVD with DRM, it gains both a technical and a legal advantage—ripping is almost certainly unlawful."
The original question was about the software. I believe that PCs do not come with DVD ripping software, and it would have a steep learning curve. Basically, I would guess that anyone who is capable of such copying (which is probably illegal) probably owns a computer. We normally do not allow patrons to do this at the library because of copyright issues. We don't know what they are going to do with music once they get it on their computer. We have had patrons sit right here in the library ripping CD after CD, and also a few have done the same with audio books on CD. We usually ask them to do this at home or some other WIFI hot spot.
