Staff Furloughs and Layoffs during Mandatory Closure

??Hello, I'm collecting information in advance of a Board of Directors meeting about how Michigan libraries are continuing to pay staff now that the Stay at Home order has been extended, specifically regarding furloughs and layoffs. Most of Farmington Community Library was placed on furlough on Friday, and we're trying to figure out if other libraries are doing something similar. If you are willing, please respond to the following questions: 1. Have any staff members been furloughed or laid off since the Stay at Home order (3/24/2020)? 2. ?Should the Stay at Home order be extended, would furloughs or lay-offs be considered? 3. No one has been furloughed or laid off yet. I don't know what the board might do regarding furloughs or lay-offs should the order be extended again. We haven't made any adjustments to the budget so far, but I have several that will need to be made at the May meeting as our service priorities will be very different when we do reopen. We are a district Library. May I ask why you are furloughed this far into the shut down? Is being closed have a significant impact on your budget? We furloughed our three casual employees - one 4 hr/wk circulation assistant and two test proctors. Casual employees are not paid for work not performed, even in cases of power outage or weather closures. I issued them paperwork to confirm that they were furloughed so that they could potential seek unemployment insurance. Right now, lay offs and furloughs are not being considered for regular PT and FT staff. We haven't made any budget adjustments yet, as we run Jan-Dec, but there will be some amendments in July looking at the first six months of the year. We'll see a decrease in gas and electric, as well as some vendor services, likely a decrease in physical collection development and programming, and an increase in legal fees as we seek legal counsel on all the COVID-19 related policy and personnel issues. 1- We have not furloughed any employees, our board approved scheduled hours to be paid through May 25th ( if we do not open on the 15th) 2- We are discussing if the stay is extended, we will have to consider other options, which will include layoffs. 3- Our fiscal year starts June 1st, we are increasing our unemployment, not much more than that at this time. 4- We are a district library, class 3, Manchester District Library.
