In planning, organizing, and directing the Library's Human Resources, the Director of HR is responsible for directing the "people functions" of the Library- building trust and confidence with 1,200 full-time and part-time staff at all levels at KCLS while demonstrating leadership and modeling the organizational values of the system. KCLS knows that staff is its greatest asset and the successful candidate will be responsible for (1) designing and implementing a staff development and training component; (2) providing a conduit of communication from staff to management and management to staff; (3) serving as the Library's labor relations representative working with union negotiations, conflict resolution, and mediation; (4) developing, recommending and implementing human resource policies and programs in accordance with KCLS goals and objectives and in compliance with all laws and legal requirements; (5) managing recruitment and selection processes; (6) selecting, developing, motivating, evaluating, and directing the work of HR department staff; and (7) developing and administrating classification and competitive compensation programs. Qualifications: Required qualifications include a Bachelor's degree in Human Resources Management, Public Administration, or a related field; a minimum of five years of human resources management experience, and evidence of training, experience, or study in personnel policy, classification, pay and benefits, or risk management; or any combination of education and experience that demonstrates the ability to successfully perform the requirements of the position. This position also requires the ability to obtain a Washington State Driver's license. A Master's Degree, union experience, and experience working in a public sector environment is preferred.
