Central Michigan University Welcomes Joyce A. Baugh Discussing Segregation and Discrimination in Detroit

On Thursday, November 12, at 7:00 pm, the Clarke Historical Library will host Dr. Joyce A. Baugh, retired professor of political science at Central Michigan University. Dr. Baugh will discuss how decades of segregation and racial discrimination in the Detroit metropolitan area have created and perpetuated racial inequities in housing, education, employment, and health care. Dr. Baugh is the author of The Detroit School Busing Case, Milliken v. Bradley and the Controversy over Desegregation. Her book examines the landmark 1974 Supreme Court decision<https://en.wikipedia.org/wiki/Milliken_v._Bradley> that effectively ended a major school integration plan to bus students across district lines in the Detroit metropolitan area. The Court's 5-4 decision hinged on the idea that if predominantly white school districts did not have an explicit policy of segregation, communities could not mandate busing to address the de facto segregation of schools that resulted from the geographic segregation of where people lived.
