We've found that consistency works the best with our teens. The building supervisor at each branch affected has talked with the teens and let them know that we want them to be there and we want them to enjoy the space, but they need to respect the space, not leave messes, not be overly loud, not be engaging in PDAs or wrestling each other or anything else like that. Since that talk, they get one warning and then they're out for the day. All of them. It doesn't matter if one wasn't participating or not, the whole group is out. Being really consistent on that has helped. Sure, sometimes they still act unruly or get kicked out for the day, but overall the behavior has become MUCH better than it was. It also helps that the whole group goes as it means a little peer pressure is added since some of the kids aren't participating and they don't want to get kicked out because others are acting like hooligans. We don't generally ban them for longer than the rest of the day because we do want them to be there and mostly it's just unruly behavior, not anything serious like defacing property.
