Parking Lots requiring payment, parking validation?

Hi all, Here in Marquette our DDA has been making as many parking spaces as possible pay by the hour. As such, our parking lot has become one of the few remaining free public parking lots downtown. We're seeing more and more non-library parkers using our lot. I'm wondering at what point we need to close off our lot to library use only. I'm not sure what all is involved in making that happen, and it may be not worth it in the end... but I really don't like to see our lot full, when the library is not. If you have a parking lot where you are responsible for validating parking, or for the management/upkeep of gates etc, I'd love to chat with you about what works and what is a big pain. I really, really don't want to get to the point where we're charging for parking, but there are only so many spots to park in Mqt and the DDA is really clamping down on free spots.
