Smoking: Designated Smoking Area, Smoking Shelter or Smoke Free Campus

We're discussing our library's smoking policy. We have a designated smoking area, but staff spend a disproportionate amount of time directing our smoking patrons to this location... they prefer to huddle at the top of the library stairs hanging out of the wind/precip. Can't say that I blame them...but it makes other patrons upset and the smoke gets sucked into the building when doors are opened. It is becoming a hassle... Curious if any of you have an outdoor smoking shelter on your library property. Does a shelter from the elements encourage folks to use it more?
