Computer guest pass question

Hello there, We've been looking at aspects of our computer use policy and were curious what other libraries had to say about guest passes for adults. Do you make patrons sign in, show ID, or anything like that? What does your policy say about a patron using the computer who may have high fines? All we ask, for anyone using a computer, is their first name for our time mgt program. They do not have to be a card holder & we don’t check, if they are a card holder, for any fines. We ask to see I.D. once we've determined they don't in fact, have a library card. Some of our patrons don't carry their cards so will ask for a pass instead. A pass will get them 1 hour on a computer with the option to extend for another hour depending on how full the computers are. For years there was a limit to how much they could owe us and still be able to use the computers. A few years ago that policy was set aside as an equity issue, I believe.
