2nd annual Read by Grade Three Law report

EPIC<https://epicedpolicy.org/rbg3/> released the second annual Read by Grade Three Law report on Monday. Main findings include the fact that 52% of Michigan's third-grade students have had a "reading deficiency" identified at some point between first and third grade, teachers want more literacy-focused professional development, and only 0.3% of tested students were actually retained by districts under the Law.
