As we finalize our budget for 2014, I wanted to check with the group about the status of penal fines for libraries. Recent MLA news suggests that the threat was headed off for the time being, but I wanted to verify that. Are penal fines relatively safe for the coming year, or are does anyone know of anticipated diversions of fines away from libraries? Thanks much. Patrick S.
