According to https://usafacts.org/visualizations/covid-vaccine-tracker-states/state/michigan

which they claim was updated yesterday (May 21), 46% of the state, or 4,687,194 people, have received one dose.  If you scroll down, there is a breakdown by age, and it only goes down to age 16, so my guess is that the 46% only includes people 16 and up.  

To double-check, I used 9,986,857 from the U.S. Census estimate of Michigan's 2019 population of adults 18+, and divided the total number of people 16+ who have been vaccinated and came up with 46.9%.  (Please note that I used my math skills to do this - double-checking is highly advised.) 

>From this, it looks like the 46% who have been vaccinated does NOT include children under 16.
