We are a Class IV Library and are hoping to create a strategic plan for the overall management, preservation, digitization, and provision of access for these our local history collections (much of which consists of local newspapers in print and/or microform).  

We are wondering if any other similarly sized libraries have created such a plan that they would be willing to share.
