[Michlib-l] exemption from tax capture

Hi, We are a newly formed district library going for a first-time millage in August. We will be asking our Downtown Development Authority board to exempt the library from tax capture. Have you had success in convincing a tax-capturing authority to exempt your library? I would welcome any advice, compelling arguments, etc. on this subject.
