From my experience, yes anyone can record the meetings. I had an individual at my previous job, during the height of my book/community challenge, set up a whole production of cameras and mics to do their YouTube live for the meetings. As for the cameras in the children's room, I will pass that off to someone else.

Dear Librarians,
I need clarification about Library board meetings. I know they are open to the public and subject to the Open meetings Act, but can anyone record the board proceedings during a meeting?
Also does any library use inside cameras in their children's room?
