[Michlib-l] waiving lost fines and fees

Hi everyone! I know that some libraries remove old fines and fees after a certain number of years. Has anyone ever done an amnesty month or event, where if people bring back their books they fees will also be removed?  Did you have concerns about repeat offenders when doing that?
