I am thinking this might be a huge opportunity to set up a network across the state of resources between libraries as well. Perhaps there is even grant money in something like this?" Lisa, Check out the Community Engagement Award funded by the National Network of Libraries of Medicine, http://nnlm.gov/gmr/funding/cea. Public libraries can apply for it, and one of the focus areas for the grant is "Planning or promoting emergency preparedness, response and recovery in the community or in partnership with community-based organization(s)". A 2016 deadline has not been posted, but you can email for more details. It sounds like what you want to do fits right in.
