On March 10, the group offered employees a wonderful event centered around understanding the versatile needs of engaging in the workforce from home. Breakout sessions included: * Working in isolation * Working from home with kids of varying ages * Working from home with the responsibilities of caring for other loved ones Overall, the event created a space of commonality to connect and share strategies that have helped individuals be successful during this unprecedented time. ________________________________ State Treasurer Speaks at Michigan 10,000 Small Businesses Initiative [10,000 Small Businesses Program]State Treasurer Rachael Eubanks recently spoke to a cohort of 35 small business owners participating in the 10,000 Small Businesses (10KSB) program in Detroit. Over the last eight years, Goldman Sachs has been supporting local, growth-minded small businesses in Michigan through its 10KSB program in Detroit. This 100-hour business education program is delivered in partnership with Wayne State University, Macomb Community College, and Oakland community college. Through the program, participants gain practical skills in topics such as negotiation, marketing, and employee management that can immediately be put into action. In addition, individuals receive the tools and professional support to develop a strategic and customized growth plan that will take their business to the next level. There have been nearly 600 graduates of the Michigan 10KSB program, with another 35 small business owners currently participating in their Michigan cohort. Whitmer Expands MI Classroom Heroes COVID-19 Grants [COVID-19 Learning]Gov. Gretchen Whitmer and State Treasurer Rachael Eubanks recently announced the expansion of the MI Classroom Heroes COVID-19 Grants to include a new grant program for Great Start Readiness Program (GSRP), Head Start, adult education and young adult (ages 18-26) special education classroom teachers. "The MI Classroom Heroes COVID-19 Grants are just a small token of our gratitude to educators for going above and beyond during the pandemic," Governor Whitmer said. "When COVID-19 hit, teachers worked around the clock to quickly transform from in-person teaching to remote instruction to ensure that their students could continue learning. It is simply the right thing to do to expand these grants to include all specific program teachers across the state." The GSRP, Head Start, Adult Education and Young Adult Special Education Teacher COVID-19 Grant Program enables these specific program teachers to receive up to $500 for extra hours worked and costs incurred during the beginning of the COVID-19 pandemic last spring. A state budget appropriation signed by Governor Whitmer at the end of 2020 provides $2.5 million to make specific program teachers eligible to receive a MI Classroom Heroes COVID-19 Grant, who were not eligible under previous programs. "The Classroom Heroes COVID-19 Grants provide funds that our educators so richly deserve for their outstanding work during the pandemic," said David Hecker, President of the American Federation of Teachers Michigan. "In addition to the money, these grants are a sincere showing of respect for our teachers and support staff, and what they do for Michigan's students." Full-time and part-time GSRP, Head Start, adult education and young adult special education teachers in a school district or nonprofit nonpublic school classrooms during the 2019-2020 school year prior to moving to remote learning are eligible. To receive up to $500, specific program teachers must have performed at least 75% of their standard instruction workload in brick-and-mortar classrooms prior to moving to remote instruction on April 2, 2020. "My staff has been working with school districts and other stakeholders to help ensure that all eligible teachers and support staff receive the MI Classroom Heroes Grants," State Treasurer Eubanks said. "We will work urgently to ensure these specific program teachers receive their much-deserved grant payments." The state Treasury Department is working with the Michigan Department of Education, school entities and other education partners to implement MI Classroom Heroes COVID-19 Grants. Eligible specific program teachers should consult the school entity where they worked during the 2019-2020 school year to ensure they receive a grant. Grant funding checks for the GSRP, Head Start, Adult Education and Young Adult Special Education Teacher COVID-19 Grant Program are anticipated to be sent directly from the state Treasury Department to teachers in June. "Expanding the MI Classroom Heroes Grant to GSRP staff is a tremendous acknowledgement of the value of the work that they do every day," said Scott Koenigsknecht, Deputy Superintendent of the Michigan Department of Education. "These educators are committed to helping our earliest learners develop the social emotional and academic skills that will help them be prepared to successfully enter kindergarten. For the state's 2020 fiscal year, this means each eligible municipality and county received around $28,000 for every licensed retail store or microbusiness. "The revenue generated from marijuana taxes and fees is important to our local governments," State Treasurer Rachael Eubanks said. "In this extraordinary time, our staff is working to get those payments to impacted municipalities and counties. Every dollar helps right now." For the state of Michigan's 2020 fiscal year, more than $31 million was collected from the 10% adult-use marijuana excise tax. Combined with fees, there was a total of $45.7 million available for distribution from the fund. "The team at the Marijuana Regulatory Agency did a tremendous job getting the adult-use licensing program established and operating efficiently," said MRA Executive Director Andrew Brisbo. "Infusing over $28,000 per retailer and microbusiness into local government budgets across the state is very impactful and shows how strong and successful the industry is becoming." Commonly known as the "FAFSA," this application is a critical step when applying for grants, scholarships and other forms of financial assistance. Academic Year 2021-22 FAFSA submissions now received at the federal processor on or before May 1 -- rather than the original March 1 deadline -- are given priority consideration for the Michigan Competitive Scholarship and Michigan Tuition Grant. "Completing the FAFSA should be on top of everyone's list when applying for college financial aid," said Robin Lott, executive director of Treasury's Office of Postsecondary Financial Planning. Applications are now being accepted for the Financially Distressed Cities, Villages and Townships (FDCVT) Grant Program. Municipalities interested in applying for an award must submit applications to the state Treasury Department by 11:59 p.m. on Monday, May 17, 2021. All cities, villages and townships experiencing at least one condition of "probable financial distress" as outlined in the Local Financial Stability and Choice Act are eligible to apply for up to $2 million. A total of $2.5 million in funding is available for the state Treasury Department to award through the FDCVT Grant Program for the 2021 fiscal year. Grant funding may be used to pay for specific projects or services that move a community toward financial stability. Preference will be given to applications from municipalities that meet one or more of the following criteria: * A financial emergency has been declared in the past 10 years. * An approved deficit elimination plan for the General Fund is currently in place. * Two or more conditions indicating "probable financial distress" currently exist. * The fund balance of the General Fund has been declining over the past five years and the fund balance is less than 3 percent of the General Fund revenues. Known as "The Portal," this new tool enables infrastructure owners in both public and private infrastructure sectors to document future construction. Using Geographic Information Systems (GIS) technology, The Portal alerts owners of overlapping projects and provides contact information, enabling the opportunity for a "dig once" approach at a work site. "The Portal is an essential step in ensuring our state's infrastructure is managed seamlessly," Gov. Gretchen Whitmer said. "Since the first day of my administration, I have prioritized fixing our state's roads and bridges and ensuring all Michiganders have access to safe, clean drinking water. Public and private partners who use this tool will be able to communicate on how to best approach a work site, allowing them to save money and time, while enhancing collaboration on specific projects." Often, infrastructure projects are done independently with little or no coordination with other work site stakeholders. This means a road may be torn up repeatedly at different times to address different types of work site infrastructure, like water, utility lines and broadband. When a road is repaired or a right-of-way is opened for water line or utility maintenance, The Portal provides infrastructure owners an opportunity to take advantage of that construction process to inspect, repair and replace other infrastructure at the same time. Benefits of collaboration include costs savings, efficient use of resources and reduced burden on residents near a work site. "This tool is the hub for our spoke-and-wheel approach to enabling infrastructure owners across the state to work together," MIC Chairperson John Weiss said. "Knowing what major public and private infrastructure owners are going to be working on is exciting because it enables everyone to collaborate. If a road is being reconstructed, water and other utilities can inspect and address projects at the same location." Applications were processed through the Michigan Restaurant and Lodging Association Educational Foundation (MRLAEF). The grants are part of the Employee Assistance Grants program, which was created through a $45 million bipartisan budget appropriation signed by Governor Whitmer in late 2020. Individuals whose employment was impacted by the COVID-19 pandemic were eligible to apply for the grants in January. "As we continue to address the effects of COVID-19, our top priority is providing financial relief to Michigan families and small businesses, so that we can grow our economy and get back to normal," Governor Whitmer said. "This special grant program puts dollars in the pockets of Michiganders who work in hospitality, entertainment, recreation, accommodation and food services sectors -- as well as the gym and fitness sectors. These Michiganders have made great sacrifices and continue to make great sacrifices as we fight COVID-19." Michiganders impacted by the MDHHS pandemic orders must have been working in one of the following industries to qualify for an Employee Assistance Grant: * Bars * Banquet Halls * Bowling Alleys * Cafeterias * Casinos * Caterers * Food Trucks * Golf Courses * Hotels, Motels, Bed & Breakfast, Resorts * Nightclubs * Restaurants * Theaters * And other such recreational facilities. The MRLAEF processed the applications in January and February and notified applicants of approval or denial. The Michigan Department of Treasury began mailing checks to approved grant recipients on March 17. "Michigan's restaurant and hotel employees need help," said Justin Winslow, President & CEO of the Michigan Restaurant and Lodging Association. "We are honored to administer these much-needed grants. These dollars provide assistance for the hardship experienced during these extraordinary times." Applicants must have been Michigan residents, demonstrated proof of employment in one of the industries noted above on Nov. 18, 2020, when the MDHHS pandemic orders took effect, and proved being negatively impacted financially because of furlough, layoff, job loss or a reduction in hours worked. The MRLAEF founded the Hospitality Industry Employee Relief Fund early in 2020 after the first "Stay Home, Stay Safe" precautions. The foundation has raised several million dollars for displaced restaurant and hotel workers, processing many checks for those in need, including CARES Act dollars approved by the Michigan Legislature and signed by Governor Whitmer.
