A Bill was introduced in the House on May 27 (HB5597) to amend the District Library Establishment Act. On first reading, there seems to be very little changed by this Bill other than eliminating the sunset clause for school districts, and correcting the definition of "Department" to mean "Department of Education" instead of HAL. However, I notice that the last three lines of the Bill redefine "State Librarian" as "the Department" (department having already been defined as the Department of Education). I cannot help but wonder why this change is included. Does this reflect an erosion of the role and responsibilities of the State Librarian? Should we oppose this language?
