Hello All,
Last month my library board decided to update our library circulation policy to exclude individuals who are living in shelters from getting library cards, due to not having a permanent address and/or not paying taxes (they are also our biggest offenders for fines and not returning materials). They can however use the computers within the library and use any materials within the library just not check them out. This is not to say that the shelters themselves cannot get cards but the individuals living there cannot until they obtain a permanent address.
This morning one of my board members was at a meeting where the matter of not issuing library cards to individuals living in shelters was brought up and it was mentioned that it is "just a lawsuit waiting to happen". I have looked through the Library of Michigan Law Handbook 2013 and cannot find anything specific about refusing this type of individual a library card. They are still able to use the library facility and our resources while in the library, just not get a card to check anything out.
Does anyone have any words of wisdom or know of a specific place I can look to see if what we are doing is legal or not? Maybe you have faced this at your own library.
Any help would be appreciated.

I had a patron mention that it would be nice if we had the series number on the spine label of the adult/young adult fiction books and I started thinking about it. It sounds like a good idea, however, it seems like it would be a lot of work. I discussed it with my director and she wants to know if other libraries do this. Does any library do this? What is the process? How are your labels set up and what information is on it?
An alternative that was discussed was to put a list of the series titles attached to the shelf where the books are shelved (on a shelf talker) but this seems like a lot of information to attach to a shelf, especially for the series with more than 10 books. Does anyone do this?
Does anyone have something that works better than these two options?
I am more than willing to look up series titles for patrons but I thought this might help the patrons who want to do it themselves.
Any information that you have would be greatly appreciated.

In the children's room we do try to label the spine with the # of the series unless we feel that the number is displayed on the book itself, like Harry Potter for instance. It can be a pain because we sometimes have to pull a series that we didn't number and redo the labels but it is very helpful to the patrons and saves us having to look it up again and again.

If any of the libraries viewing this email has any sort of security measures in place I could use some suggestions and or solutions. Does any of the local libraries have a security guard? If so are they during full operation hours? Nights and weekends? Is anyone willing to share pros and cons concerning a guard? We have an updated security camera system, however there is a growing concern that maybe an authoritative presence would be more effective. I would entertain any information or conversation about this concern. Maybe your library is also experiencing an escalated amount of disruptive activity. Are you considering hiring a security guard? If anyone has any recommendations for a security company that could also be of great help.

I've looked at Board Docs for a public school system but the price, even for their 'lite' version seemed steep.
Another solution to ponder would be Google Apps. You can easily set up a site, add the agenda, and also give access to archived agendas. Best of all, free!

What are the best things you?ve done as a small or rural library to increase circ, number of people coming into your library, etc.? We?re looking at our services and what better way than to gather info from those who have had success!!
