Our city allows alcohol at any library function, which for us is Friends' wine tastings and our art gallery's artist receptions. It is not necessary to have an alcohol license if you are not selling alcohol. For room rentals, selling anything (including alcohol) is not allowed, so no liquor license is needed, but they do have to provide proof of $1 million in insurance for their organization on the date of the event.
