The Michigan Department of Treasury has issued a NEW, AMENDED, CHART of ACCOUNTS.

Library  directors, and board members should review the information below and ensure that the entity’s financial managers (including municipal treasurers) or staff are aware of this change, particularly as the change affects a program that libraries may benefit from – the Small Business Tax Exemption (https://www.michigan.gov/taxes/property/ppt/personal-property-tax-exemptions).

Libraries with questions or concerns about this change should consult their accountant or attorney.

Uniform Chart of Accounts Revision

Intended Audience: Any local government employee or vendor, including clerks, treasurers, elected officials, finance directors, city, township, or village managers, auditors, accounting staff, certified public accountants and accounting firm that works in accounting, finance, bookkeeping, etc. 

The Michigan Department of Treasury provides direction to local governments in the form of the Uniform Chart of Accounts (UCA). To ensure this information is most up to date and useful for our trusted partners, we are updating the UCA manual. The revisions include format changes, change of the division name from Community Engagement and Finance Division to Local Audit and Finance Division, included a phrase where point off for activity and account numbers can be numbers or letters, update on some account descriptions, and Governmental Accounting Standards Board (GASB) statement updates.

We held a public comment period that concluded on November 16, 2025. One of the public comments we received was about the revenue account numbers to use for Small Business Taxpayer Exemption (SBTE) Reimbursement and Qualified Heavy Equipment Rental Personal Property (QHERPP). In the exposure draft, we noted that account number 548 must be used for SBTE and account number 549 for QHERPP. After our review, we concluded that local units should continue to use account number 569 – Other State Grants for revenues from SBTE Reimbursement and QHERPP.  Please click the Revision to the UCA Manual link below to see the other revisions to the manual.

We are now issuing a new Chart of Accounts. Past copies of the UCA should be discarded. The most current version is dated December 2025.
