Is there anyone out there who provides training or an  overview for collection development?  Specifically, I am looking for a half day or full day of staff training for a staff of 12 who oversee small rural library branches but do not have formal "library school" training.  

The basics of collection needs assessment for their community, balancing the collection, showing them how to evaluate the collection, sources for reviews, weeding and maintenance, etc....
