We have a person who wants to get a library card, but has a PO Box for their address on their drivers license.  We normally require proof of residency within our community when issuing library cards.  This person says they cannot give me anything with a street address "for legal reasons."  Although they were vague about what those reasons might be, they left the impression that they are trying to avoid being found by a person with bad intent.  Do any libraries make exceptions in cases such as this?  If so, do you issue a standard patron card or one with more restrictions (no econtent, shorter expiration,...)
