I was looking for a free solution for the maker space program kits (currently a collection of 25 records) that we checkout to our member libraries.  We needed a catalog so they could be discovered, a reserve system for members to schedule them ahead of time, and a circulation system for tracking who has what.  I found Librarika (https://librarika.com). Since our collection is not for loan to the public nor non-members, and since our cooperative does not run a shared ILS, we needed something workable that did not cut into our budget.  I believe they offer the web-based system for free for under 2,000 records.  *But I would put in a plug for approaching a library with an ILS to see if you could make an arrangement for a sub-account if you want to circulate to the public.  ;-)
