The largely one copy, one user digital environment along with much higher than consumer prices environment in which libraries operate has been a concern for nearly as long as libraries have been operating in a digital environment. And the issue was only exacerbated by the Covid-19 closures of libraries.

Here is an initiative I came across earlier that I thought might be of interest:
