We never charged for scanning. We also stopped charging for printing, copying, and faxing during COVID, and we never went back. We have a sign and donation box by the copier saying the service is free but donations are welcome, and we bring in as much or more than we did when we were charging 15 cents a page for B/W and a quarter a page for color. Bonuses: staff is not spending any time making change or debating with a patron about whether they meant to print B/W or color, and balancing the cash register at night is soooo much faster and easier. (Except for when someone dumps all the sticky change from their car cupholders into the box, but that doesn't happen very often.) The community goodwill it generates is worth mentioning, too.
