The fact that the last two numbers (before the check-digit) is two digits "82" indicates a block of 100 ISBNs was purchased, which means a small to medium size publisher.
 
I would reach out to them by email and indicate a production error has occurred in the product line.  There's really no other recourse and hopefully they have (or did) re-issue it with a new, unique ISBN.
 
Having purchased blocks of 100 and 1000 ISBNs, I am familiar with all the ways one can goof it up.

We were trying to catalogue the second book in the series, and our system flagged the ISBN as already having a record. Any insight on what should be done for cataloguing the second book?
