Calculate according to the revenues received from the library’s legal service area. Use the State Aid Computation form available from  https://mdoe.state.mi.us/samspublic/Home/StateAidComputationForm  . These figures are the amounts for local support (millage, penal fines, etc.). I would not count State Aid, as those are not dollars paid by patrons. Use the totals from your legal service areas as the amount to calculate so that you have a good figure to represent what the legal service area pays for service – this is ideally what everyone with full service should pay.

 

If you use your budget, the calculation remains the same, but may end up a but lower than your legal service area’s payments since revenues from contracted areas and state aid are also factored in. The result will be a good indication of cost of services, however.
