Summary

To work under the direction of the Library Director to operate the Library’s payroll and accounts payable systems and track investments.  Work with the Director to plan, coordinate and implement the financial service functions of the library system, within the policies and guidelines of the Library Board, Hoyt Trust and Saginaw Public Libraries Foundation Board.

Essential/Primary Duties & Responsibilities

·        Responsible for entire payroll process, including preparation and maintenance of payroll files and records

·        Prepares and submits reports and payments for retirement, taxes and other payroll withholdings as required

·        Prepares annual wage and benefit statements

·        Responsible for maintaining open enrollment, flexible spending and insurance billings

·        Prepares quarterly, year-end and fiscal year-end payroll reports including 941 reports, annual W-3’s and other reports as required

·        Responds to questions from lending institutions, etc. for payroll related information

·        Inputs cash receipt information on accounting software

·        Monitors cash flow

·        Reconciles investment accounts

·        Responsible for planning, implementing and tracking investments for PLOS, Hoyt Trust and Foundation

·        Prepares all accounts payable disbursements and related reports on accounting software

·        Present check registers and highlight anomalies at Library Board meetings are required

·        Maintain vendor file on accounting software

·        Assist in annual pre-audit and audit

·        Close AP module at year end and balance to liabilities as shown on balance sheets for PLOS, Zauel, Hoyt Trust and Library Foundation

·        Works closely with other staff to ensure departmental accuracy and efficiency through crosschecking system of entire financial department

·        Develops and monitors regular and special project budgets including necessary accounting functions and financial research in collaboration with other financial staff

·        Works with other staff on current and long-term library financial planning

·        Inputs annual budget amounts to spreadsheet, prepares and maintains budget notebook

·        Prepares E-rate documentation for submission to federal government for funding

·        Attend Library Board meetings as required.

·        Other duties as assigned

Education and/or Experience

·        Bachelor’s degree with additional training in accounting and business systems is essential

·        Experience with payroll and financial systems including familiarity with Fund Balance software is highly desirable

·        Background in and knowledge of payroll-related laws helpful

Language Skills

Excellent written and verbal communication skills are a must.

Mathematical Skills

·        Above average accounting and mathematical capabilities required

·        Must be able to prepare and work within approved budgets

Reasoning Ability

·        Ability to define problems, collect data, establish facts and draw valid conclusions

·        Apply common sense understanding in order to carry out instructions furnished in written, oral or diagram form

·        Must be tactful and maintain confidentiality

Computer Skills

·        Knowledge of computer technology and proficiency with computer applications required

·        Knowledge of accounting and payroll software particularly FundBalance

Certificates, Licenses, Registrations

None required.  Employee is encouraged to pursue additional training and certifications.
