ok- so I just tried again and gmail let me create an account with no phone. Before, we were stuck in a continuous loop on both gmail and yahoo. I promise I had all of my t's crossed and i's dotted. The woman needing email (for unemployment filing) has no previous email account and has no mobile phone. She can't be alone in this situation.
Does anyone know of any web-based email services that still don't require mobile phone or previous email?
