Google apps are free for non-profit orgs and that includes public libraries. We are moving our email to google this weekend. I spoke with a reseller yesterday and he indicated that we could use Apps from a personal account legally but we may be eligible for the suite through Google. When I look on the Google site however, it just shows 501c(3) schools and universities as qualifying. The rest of us would be $5 per month or $50 per year per user.
