If you allow users to apply for and receive a digital library card (E-card) online, what software or resource do you use to verify their address and phone number, etc.? Also, what information do you collect for application purposes?

For the digital library card (E-card), I am thinking of a card number that allows users to have access to online digital resources only, not physical items. The idea is that they never have to come to the library in person to utilize some of our resources.
